4.1.17 Light Emissions and Visual Effects -Consultant will prepare a summary of increased light <br />emissions and visual effects created through the construction ofthe proposed improvements. <br />4.1.18 Noise-As stated in AC 1050.lF Desk Reference Section 11.1.2. "No noise analysis is needed for <br />projects involving Design Group I and II airplanes (wingspan less than 79 feet) in approach Categories <br />A through D (landing speed less than 166 knots) operating at airports whose forecast operations in <br />the period covered by the NEPA document do not exceed 90,000 annual propeller operations (247 <br />average daily operations) or 700 annual jet operations (2 average daily operations)." The Bowers Field <br />Master Plan (2018, Draft at time of this scope formulation) forecast summary for aircraft operations <br />for the planning horizon and for projects covered under this EA do not exceed 67,000 annual <br />operations. <br />4.1.19 Social Impacts -Consultant will review and summarize social impacts related to the proposed <br />development including requirements to move homes or businesses; dividing or disrupting established <br />communities; changing surface transportation patterns; disrupting orderly, planned development; or <br />creating a notable change in employment. <br />4.1.20 Solid Waste -Consultant will review solid waste constituents likely to be generated through <br />the development of the proposed improvements and discuss mitigation and disposal options. <br />4.1.21 Water Quality -Consultant will review water quality impacts and mitigations techniques. <br />Consultant will review potential impacts based on the proposed improvements and summarize water <br />quality treatment and disposal requirements to be included in the design to comply with local, State, <br />and Federal requirements. <br />4.1.22 Wetlands -The Consultant will develop recommendations for avoidance, minimization, and <br />mitigation measures. Consultant will review the applicable work product from Task 3.4. This work will <br />include a summary and assessment of any wetlands identified in the study area. Impacts will be <br />evaluated for the No Action and Proposed Action alternatives. If needed, the Consultant will develop <br />recommendations for avoidance, minimization, and mitigation measures. <br />4.1.23 Wild and Scenic Rivers -Consultant will coordinate with the U.S. Departments of Interior and <br />Agriculture to confirm that no protected resources exist in the vicinity of the project. <br />4.1.24 Cumulative Impacts -Consultant will summarize the potential impacts of all categories and <br />follow guidance in FAA 5050.4B and the Desk Reference that accompanies FAA Order 1050.lF <br />outlining how to consider the cumulative impacts of the project and provide a preliminary <br />determination of the significance of the impacts for review and comment by FAA. <br />• Appendix A.
