• This section will provide concise analyses of the potential environmental impacts the <br />Preferred Alternative may cause versus the "No Action" Alternative. <br />The following environmental impact categories will comprise the Environmental Consequences <br />section of the EA. Environmental impact categories to be addressed include : <br />4.1.1 Air Quality-See task 3.6 . <br />4.1.2 Biotic Resources -Consultant will review the applicable work product from Task 3.3 and <br />complete a summary and assessment of potential impacts to any biotic resources identified in the <br />study area. Impacts will be evaluated for the No Action and Proposed Action alternatives. If needed, <br />the Consultant will develop recommendations for avoidance, minimization, and mitigation measures. <br />4.1.3 Coastal Barriers -Consultant will coordinate with Washington State Department of Ecology and <br />the Washington State Coastal Zone Program as required . <br />4.1.4 Coastal Zone Management -Consultant will coordinate with the Washington State Department <br />of Ecology and the Washington State Coastal Zone Management Program as required. <br />4.1.5 Compatible Land Use -Consultant will coordinate with Kittitas County as required. <br />4.1.6 Construction -Consultant will summarize impacts from anticipated construction activities and <br />consider best management practices to avoid and minimize impacts. <br />4.1.7 Section 4(f) -Consultant will prepare documentation to support FAA for Section 106 <br />consultation with DAHP and Government to Government consultation with the Tribes. Consultant <br />will review the project to assess Section 4(f) requirements to determine if the use of any publicly <br />owned land from a public park, recreation area , or wildlife and waterfowl refuge of national, state or <br />local significance or land of an historic site of national, state or local significance is impacted. If <br />identified, the consultant will review if other feasible and prudent alternatives to the use of such land <br />and such program exist or that the project includes all possible planning to minimize harm resulting <br />from the use . <br />4.1.8 Federally-listed Endangered and Threatened Species -Consultant will review the applicable <br />work product from Tasks 3.3 and complete a summary and assessment of potential impacts to any <br />Federally proposed or listed Endangered and Threatened Species identified in the study area. Impacts <br />will be evaluated for the No Action and Proposed Action alternatives. If needed, the Consultant will <br />develop recommendations for avoidance, minimization, and mitigation measures. <br />4.1.9 Energy Supplies, Natural Resources, and Sustainable Design -Consultant will review proposed <br />improvements, construction techniques, and materials to assess opportunities and impacts. <br />4.1.10 Environmental Justice -Consultant will conduct analysis considering the potential of Federal <br />actions to cause disproportionate and adverse effects on low-income or minority populations. <br />Consultant will utilize available data (secondary sources) related to local and regional population, <br />Bowers Field Airport Improvements EA <br />April 27, 2018 <br />14
