Products: A draft of the Floodplains Assessment report will be provided for review by the FAA and <br />the County for review and comment. Review comments will be addressed in the final report. <br />Task 3.6 -Air Quality <br />Objective: To provide an analysis of the impacts of the projects to the local air quality . <br />Approach: The Consultant will coordinate with the Department of Ecology (Ecology) Central Regional <br />Office to identify regional air quality concerns and potential impacts, as needed. Kittitas County is not <br />within an air quality non-attainment or maintenance area and Bowers Field is therefore not required <br />to provide documentation for compliance with EPA's General Conformity Regulations. EPA's general <br />conformity guidance for airports encourages airport operators to 1) develop comprehensive <br />emissions inventories for their facilities, 2) generate estimates of future activities and associated <br />emissions, and then 3) work with local and state air quality agencies to ensure that any corresponding <br />maintenance plans accurately reflect and account for all emissions at the airport and growth rates for <br />operations at the airport. <br />Products: The Consultant will complete a conformity evaluation based on an emissions inventory. <br />The conformity evaluation will be conducted in a qualitative manner and will not include air emissions <br />modeling software analysis (e.g., SPECIATE, PM Calculator). A summary of the conformity evaluation <br />will be provided within the Air Quality section of the EA. <br />Task 3.7 -Greenhouse Gas (GHG) Emissions/Climate <br />Objective: To provide an analysis of the impacts of the projects to the local air quality . <br />Approach: The Consultant will review the environmental impacts of the proposed project alternatives <br />considering GHG emissions. The review will consider the potential incremental change in GHG <br />emissions from the proposed project and alternatives compared to the no-action alternative for the <br />same timeframe. The summary report will discuss the context for interpreting and understanding the <br />potential changes and identify suitable mitigation techniques. <br />Products: The Consultant will gather this information and provide a summary of the Greenhouse Gas <br />emissions and any subsequent potential impacts of the projects on the local air quality. <br />Task 3.8 -Affected Environment <br />Objective: Consultant will update the 2016 Environmental Inventory prepared for the Sponsor based <br />on a field visit to the site and desktop research The Environmental Inventory is intended to reference <br />any known or potential environmental conditions or issues that could be affected by proposed airport <br />development projects or that have been identified in recent environmental efforts conducted on the <br />airfield. It documented land uses, water quality issues, drainage patterns, flood issues, parks and <br />recreational areas, and hazardous materials as well as other potential impacted categories. <br />Approach: The consultant will verify the information in the 2016 Environmental Inventory and update <br />it if necessary to reflect current conditions within the direct and indirect study areas.
