Based on previous site investigations, conducted during the Airport Master Plan project, no <br />significant biotic resources are anticipated. As such, this scope does not include a Biological <br />Assessment. <br />Products: The Consultant will gather this information along with any information received from <br />correspondence in Task 3.1 and provide a summary memorandum to the FAA and the County for <br />submission to the WDFW and USFWS. <br />Task 3.4 -Wetland Delineation and Functional Assessment <br />Objective: Complete a Wetlands Delineation within the Direct Study Area . <br />Approach: Consultant will complete wetland delineation and prepare a Wetland Delineation Report <br />that details the current condition and extent of wetlands in the direct study area; flagged wetland <br />boundaries will be surveyed as discussed in Task 2.4. Consultant will prepare a report suitable for <br />submittal to the US Army Corps of Engineers (Corps) for permitting under Section 404 of the Clean <br />Water Act and to the County for permitting under its critical area ordinance. The report will include <br />information on the topography, vegetation, soils, and hydrology of each wetland in the project area <br />and will include data sheets documenting upland and wetland areas. Consultant will survey the <br />wetland boundaries in the field and a map showing wetland boundaries will be included in the <br />delineation report. <br />Products: A draft report of the Wetlands Delineation report will be provided for review by the FAA <br />and the County for review and comment. Upon revision, review comments will be addressed in the <br />final report. <br />Task 3.5 -Floodplain Assessment <br />Objective: Complete a hydraulic engineering analysis to assess potential for the proposed projects to <br />impact floodplains associated with the nearby Whiskey and Mercer Creek, and determine flood <br />reduction alternatives. <br />Approach: Consultant will complete a floodplain assessment and prepare a report that details the <br />current conditions, the potential for the proposed projects to impact floodplains and create flooding, <br />and recommended impact reduction alternatives. Hydraulic modeling will be performed as part of the <br />assessment. Previously collected data and information will be utilized to the greatest extent possible <br />while performing the assessment and formulating the report. The report will document assessment <br />study methods, assumptions, analyses and results and be consistent with Kittitas County Code, <br />including Chapter 14.08, Flood Damage Prevention. The results of the report will be used to formulate <br />design alternatives, the 'preferred alternative', and potential for impacts to floodplains and obtaining <br />a floodplain development permit, if needed (See Task 3.9). The alternatives analysis will consider <br />flood alleviation for the on-site projects; as well as any in-direct on-site or off-site flood alleviation <br />improvements (as necessary) to mitigate worsening of flood impacts to in-direct areas. <br />Should other floodplain related activities be necessary, Consultant will prepare a separate scope and <br />fee to assist as needed. This additional work will be conducted under a separate agreement or as an <br />amendment to this scope of work. <br />Bowers Field Airport Improvements EA <br />April 27, 2018 <br />10
