to be utilized for consultation with DAHP, and Colville Confederated Tribes, the Samish Indian Nation, <br />the Snoqualmie Tribe, and the Vaka ma Tribe. <br />Approach: After a review period (approximately 30 days) of a project description and graphic <br />depiction of the APE, a cultural resource survey (pedestrian survey) will be performed for the <br />proposed improvements identified in the APE. Subsurface investigations will be performed, if <br />necessary. A cultural resource study will also be performed and will include a background records <br />review of the DAHP holdings and records of known archaeological and historic-period resources for <br />the Airport. <br />The Consultant will assemble, and provide FAA with, a project description and graphic depiction of <br />the APE for FAA's use in initiation of Section 106 and Government to Government consultation. The <br />archeological field description described below will occur after a comment period of approximately <br />30 days. Comments received during this review period may result in a revised APE or adjustment to <br />this approach. <br />The Consultant will conduct an archaeological field inspection of the proposed improvement area, <br />review the proposed plans for improvements to the Airport and facilities, and will use existing <br />historical and archaeological information to assess the potential for cultural resource impacts to occur <br />to known resources. The results of the background research, mapping of proposed improvements, <br />field verification of resources, and comparisons with documented resources, will be prepared as a <br />technical report. The work will be done by qualified staff that meets the Secretary of the Interior's <br />professional qualifications standards in archaeology and architectural history. The work will be done <br />in compliance with Section 106 of the National Historic Preservation Act, and will follow DAHP <br />guidelines for review by FAA. <br />Products: A draft of the project description, graphic depiction of the APE, and cultural resources <br />survey technical report will be provided for review by FAA and the County. Review comments will be <br />addressed in the final version of the description, graphic depiction, and report. Electronic version and <br />two hard copies of the final cultural resources report will be provided to FAA for distribution to DAHP <br />and the Tribes. <br />Task 3.3 -Environmental Inventory (Threatened & Endangered, Federally and State Listed Species) <br />Objective: Consultant will conduct an environmental inventory to determine if any rare, <br />threatened, and endangered plant and animal species exist within the vicinity of the study area . <br />Approach: Utilizing existing maps of the airport environs and existing environmental documents, <br />the Consultant will prepare an environmental inventory/overview within 1 mile ofthe Airport. <br />Regulatory agencies will be contacted to gather background information. <br />A field verification of site conditions will be conducted, and will include a reconnaissance level <br />analysis of resources. This summary is intended to reference any known or potential environmental <br />conditions or issues that could be affected by proposed airport development that have been <br />identified in recent environmental efforts conducted on the airfield. The consultant will request <br />information from the National Marine Fisheries Service (NMFS), Washington Department of Fish and <br />Wildlife (WDFW) and the US Fish and Wildlife Service (USFWS) to identify any rare, threatened, and <br />endangered plant and animal species that have been documented within the vicinity of the Airport. <br />Bowers Field Airport Improvements EA <br />April 27, 2018 <br />9
