The descriptions that follow describe the various work activities and tasks to complete the EA. <br />TASK 1— PROJECT MANAGEMENT/ADMINISTRATION <br />1. Formulate parameters for EA analysis; identify and develop the Area of Potential Effect (APE) <br />Exhibit; develop project description and map; and finalize the scope of work and budget. The <br />effort includes preparing documents to be used by the County in conducting an independent <br />fee estimate (IFE). <br />2. Carry out project administration including, but not limited to monitoring design and project <br />schedules, coordination of the project with the County and FAA, monitoring and reporting <br />technical and budget issues to the County and FAA, preparation of monthly consultant <br />invoices for submittal to the County. Prepare grant application for the County review and <br />signatures. <br />3. Attend meetings with the County and FAA via telephone conference and in person at County <br />(4 Meetings at the County, 8 Conference Calls). <br />Deliverables: <br />• Scope of work <br />• Budget <br />• Project Schedule <br />• Grant Application <br />• Pre -design meeting minutes <br />• Monthly invoices <br />• Meeting Minutes <br />TASK 2 - PROPOSED ACTION, PURPOSE AND NEED, AND ALTERNATIVES <br />To adequately describe the proposed action a number of preliminary tasks must be completed. in <br />order to adequately determine the areas of disturbance anticipated to complete the proposed <br />improvements, surveying and preliminary design to a 25% level is included in the scope of work for <br />the Environmental Assessment. This level of effort will allow the Consultant to identify the required <br />cuts and fills and disturbance limits for the proposed improvements. <br />Following the completion of these initial tasks, the Consultant will develop the statement of the <br />Proposed Action and the Purpose and Need for the project. <br />Task 2.1- Proposed Action Summary <br />Objective: The objective of this task is to clearly define the proposed action including providing a <br />detailed project description and figures that outlines the various elements of the project and how <br />they are correlated to the purpose and need statement. This information will be necessary in order <br />to complete the applications for the required environmental permitting and clearly define the limits <br />of the Environmental Assessment. <br />Bowers Field Airport Improvements EA <br />April 27, 2018 <br />
