Approach: The Consultant will utilize the deliverables from Tasks 1.1 through 1.3 to develop a <br />Proposed Action Summary and complementary figures. <br />Products: Proposed action summary description and supporting figures. The draft Proposed Action <br />Summary will be submitted to FAA for review and comment. <br />Task 2.2 - Purpose and Need <br />Objective: Define the Purpose and Need for the project. <br />Approach: The Consultant will develop and refine the Purpose and Need for the proposed projects. <br />The draft Purpose and Need will be submitted to FAA for review and comment. <br />Products: Draft Purpose and Need summary. The draft Purpose and Need summary will be submitted <br />to FAA for review and comment. <br />Task 2.3 - Alternatives <br />Objective: To summarize the alternatives evaluated and the process used to determine a preferred <br />alternative for the proposed action. <br />Approach: The Consultant will develop a summary of the alternatives evaluation process including <br />the following alternatives: <br />Action (Preferred Alternative) <br />■ No Action Alternative <br />■ Alternatives Considered But Eliminated from Detailed Study <br />The draft Alternatives summary will be submitted to FAA for review and comment. <br />Products: Draft Alternatives summary description narrative and supporting figures. Detailed <br />descriptions and figure identifying the preferred alternative. <br />Task 2.4 —Topographical Survey Services <br />Objective: Provide sufficient survey data to prepare a 25% preliminary design of the proposed <br />improvements. <br />Approach: A topographic survey of the following area will be conducted in the following area(s): <br />■ Runway 7-25; <br />o An area 500' wide, centered on Runway 7-25 centerline, and 300' beyond the end of <br />pavement at each threshold. Length of survey will include the existing full length of <br />Runway 7-25 plus 300' off of each end. Although Runway 7-25 is anticipated to be <br />reduced in length as part of separate actions, survey of the full length is necessary to <br />Bowers Field Airport Improvements EA 4 <br />April 27, 2018 <br />
