related nature of drainage off-site to the north of the Airport boundary; indirect additional drainage improvements (on-site and/or off-site) may be necessary to keep the direct airfield improvements from worsening flood conditions downstream. ENVIRONMENTAL ASSESSMENT (EA) STUDY AREA Hydraulic analysis will need to demonstrate that proposed improvements will not increase flood risk to areas adjacent to the airport. Current hydraulic modeling of the 100 -year (FEMA) floodplain shows water spreading out across a majority of the airport property including over both runways. As a result the indirect study area has been expanded to the north to account for the potential that flood water impacts upstream from the airport property, may need to be addressed in -conjunction with on -airport improvements, so as not to worsen flooding conditions downstream of the Airport. The Indirect Study Area is an area which encompasses the entire Airport and the off-site property to the north on which there is potential for floodplain related effects to nearby Mercer and Whiskey Creeks. The Indirect Study Area will be evaluated for indirect impacts related to the implementation of the proposed projects. The Direct Study Area is an area which encompasses the entire construction footprint for airport improvements associated with the projects. This will allow the project team to understand and evaluate potential direct impacts related to the implementation of the proposed plan. The direct and indirect study areas are the same areas as the direct and indirect APES, respectively, as depicted on the attached "Area of Potential Effect Exhibit". SERVICES TO BE PERFORMED AND PROVIDED BY THE CONSULTANT The following elements will be included in the EA: ■ Preliminary (25%) Design of Project Improvements ■ Alternatives Analysis ■ Agency Contact and Coordination • Permitting Activities ■ Preparation of a Draft EA Report ■ Conducting a Public Hearing (if requested j ■ Preparation of the Final EA Report The scope of work for this project was developed based on discussions with the County and FAA to address specific areas of known interest or concern, provide adequate documentation to address other impact categories, and provide a subsequent briefing with FAA staff and the Airport sponsor. The project will also include project administration tasks as required for the Consultant to provide supervision and direction for their employees and subconsultants, maintain the project schedule, prepare progress reports and project correspondence, prepare invoices for services rendered, and other project administrative tasks.
