related nature of drainage off-site to the north of the Airport boundary; indirect additional drainage <br />improvements (on-site and/or off-site) may be necessary to keep the direct airfield improvements <br />from worsening flood conditions downstream. <br />ENVIRONMENTAL ASSESSMENT (EA) STUDY AREA <br />Hydraulic analysis will need to demonstrate that proposed improvements will not increase flood risk <br />to areas adjacent to the airport. Current hydraulic modeling of the 100 -year (FEMA) floodplain <br />shows water spreading out across a majority of the airport property including over both <br />runways. As a result the indirect study area has been expanded to the north to account for the <br />potential that flood water impacts upstream from the airport property, may need to be addressed <br />in -conjunction with on -airport improvements, so as not to worsen flooding conditions downstream <br />of the Airport. <br />The Indirect Study Area is an area which encompasses the entire Airport and the off-site property to <br />the north on which there is potential for floodplain related effects to nearby Mercer and Whiskey <br />Creeks. The Indirect Study Area will be evaluated for indirect impacts related to the implementation <br />of the proposed projects. <br />The Direct Study Area is an area which encompasses the entire construction footprint for airport <br />improvements associated with the projects. This will allow the project team to understand and <br />evaluate potential direct impacts related to the implementation of the proposed plan. <br />The direct and indirect study areas are the same areas as the direct and indirect APES, respectively, as <br />depicted on the attached "Area of Potential Effect Exhibit". <br />SERVICES TO BE PERFORMED AND PROVIDED BY THE CONSULTANT <br />The following elements will be included in the EA: <br />■ Preliminary (25%) Design of Project Improvements <br />■ Alternatives Analysis <br />■ Agency Contact and Coordination <br />• Permitting Activities <br />■ Preparation of a Draft EA Report <br />■ Conducting a Public Hearing (if requested j <br />■ Preparation of the Final EA Report <br />The scope of work for this project was developed based on discussions with the County and FAA to <br />address specific areas of known interest or concern, provide adequate documentation to address <br />other impact categories, and provide a subsequent briefing with FAA staff and the Airport sponsor. <br />The project will also include project administration tasks as required for the Consultant to provide <br />supervision and direction for their employees and subconsultants, maintain the project schedule, <br />prepare progress reports and project correspondence, prepare invoices for services rendered, and <br />other project administrative tasks. <br />Bowers Field Airport Improvements EA <br />April 27, 2018 <br />
