EXHIBIT "Alt <br />SCOPE OF WORK <br />Kittitas County <br />Bowers Field Airport <br />Environmental Assessment for Airport Improvements <br />Scope of Work <br />June 5, 201823 Final <br />GENERAL <br />Bowers Field Airport (KELN or "the Airport") is owned and operated by Kittitas County (County or "the <br />Owner"), and is located near Ellensburg, Washington. The Airport serves general aviation (GA) users, <br />and does not have scheduled commercial airline service. The Airport is classified as a GA airport by <br />the Federal Aviation Administration (FAA) National Plan of Integrated Airport Systems (NPIAS). <br />The Airport is located north of U.S. Route 90 and north of Ellensburg's city center, in Kittitas County, <br />Washington. The Airport has an elevation of 1,763 feet above mean sea level (MSL). <br />PROPOSED PROJECT IMPROVEMENTS <br />FAA is requesting that an Environmental Assessment (EA) be conducted to evaluate the potential <br />impacts of the proposed airport improvements. The projects have be included in the Airport's five <br />year capital improvement program. The proposed projects are shown on the most recent, FAA <br />approved, Airport Layout Plan (2012, updated 2013). The attached exhibit titled "2018 Environmental <br />Assessment Projects" depicts the proposed airport improvements to be covered by the EA. The <br />proposed improvements are: <br />I. Rehabilitate Runway 11-29, including implementation of new straight -in instrument approach <br />procedure (IAP) to Runway 11, upgrading of Runway markings from basic to non -precision <br />(NP), and addressing the Magnetic Variation (MagVar) change on Runway 11-29. <br />2. Construct parallel taxiway system for Runway 11-29, <br />3. Reconfigure and rehabilitate Runway 7-25 and construct connector taxiway from Taxiway B <br />to Runway; and from Runway 25 to the proposed parallel taxiway; and <br />4. Develop hangar taxilane and future hangar areas. <br />The upcoming anticipated closure of Runway 7-25 and pavement removal to break the connection <br />with Runway 11-29 is not included within the EA, as this is being addressed as a separate <br />environmental review and action by the FAA. <br />In addition to these targeted project improvements, the airport experiences significant flooding <br />issues that impact runway, taxiway, and ramp areas at the facility. The airport is located within the <br />floodplain of Whiskey and Mercer Creeks. Water has been observed over the runway on at least <br />two occasions in the past year due to overland flow from Mercer Creek that exceeds the capacity of <br />existing airport drainage features. Flooding issues are inter -related to upstream influences and are <br />part of a larger area drainage condition.
