IMPLEMENTATION: Related to staffing inconsistencies have been implementation <br />tracking and monitoring that has been difficult. Since Rose Shriner was hired in August <br />2016, it is difficult to find where tracking tools where used from 2015-late summer 2016 <br />from previous staff to Fire District Crew projects. The Fire District crew was laid off in <br />June 1, 2017, since we were unable to allocate new funding (the remainder of FEMA <br />funding was dedicated to finishing the Sky Meadows projects in Fall 2017), leaving the <br />District no options to continue defensible space and chipping programs through the Fire <br />District. Along the same lines, some pre and post photos are inconsistent due to <br />staffing. Other photo documentation inconsistencies are due to weather, project <br />scheduling and implementation. Four cost-share projects originally signed with Suzanne <br />Wade early in the grant period, where finally implemented in Fall 2017. Pre photos were <br />not found prior to implementation, and post-photos for some projects have not been <br />added yet due to snow conditions. Most of these developments have very steep, one <br />way ingress/egress, and it was best to wait till spring to follow thru with photo <br />documentation, since staff should not be put at risk for property damage to private and <br />district property (vehicles have been been stuck and/or slid off road endangering public <br />and private property). Alternative means of verifying with the homeowner and contractor <br />have been used to document the projects completeness. Most of these lots are fairly <br />small, which is fairly easy for verifying project completeness. The projects finished in the <br />fall 2017, finished a couple days before Thanksgiving , and we had snow on the ground . <br />The administrative workload of this project grant is infeasible for one person to complete <br />all items requested due to the amount of hours and time it takes to report, monitor and <br />implement this project grant. This one person staffing does not include the financial <br />support provided by Kittitas County Auditor's office and KCCD Financial Manager who <br />provided support during this time. The in-kind contribution reported by KCCD does not <br />accurately reflect the true cost of implementing this grant, since the application process <br />and close-out process are not eligible for reimbursement to the project grant. <br />Successes: <br />This project allowed the opportunity to build partnerships between the local fire districts <br />and its community, which has been proven invaluable in times of emergencies. The staff <br />from the fire district were able to be certified for their red-cards, which was extremely <br />helpful for the Fire District, to have staff out in the field already, and ready to respond to <br />fire starts, which happened often during 2015-2017 seasons. Opportunity continues to <br />grow, by partnering with the Fire Districts and finding local solutions to be efficient at <br />responding while reducing wildfire risk in the communities.
