Program Area #5 Full scale MCI drill at the Ellensburg Airport <br />KCEM will coordinate to conduct a full scale exercise at the Ellensburg airport. This exercise will simulate a <br />~ plane crash that produces a mass casualty incident (MCI). This will take place on April 22, 2016, and will be <br />5 combined with the Hospital Region 7 Alternative Care Facility (ACF) exercise. We will evaluate first <br />~ responder's response to an MCI at the airport, the Kittitas Valley Hospital on their response to the MCI, and <br />o the county coroner's office (new county coroner) on mass fatality. <br />Emergency Management Function: Exercises, Evaluations and Corrective Actions <br />Performance Measure(s) that will be used to evaluate the program area <br />Target (intended outcome) <br />-Kittitas Valley Fire & Rescue will be evaluated on how they <br />respond to an airport MCI. <br />-Kittitas Valley Hospital/EMS will be evaluated on transportation <br />and care of MCI victims. <br />-Kittitas County Coroner's Office will be evaluated on a mass <br />casualty scenario. <br />Results will be incorporated into current plans and procedures. <br />1 <br />Full scale MCI Drill at the Ellensburg Airport <br />Milestone : Coordinate: obtain actors and evaluators <br />Milestone: Conduct the Exercise <br />Milestone: After Action review and process <br />Measurement (how to tell if success has been achieved) <br />KCEM will bring in outside evaluators and evaluate the <br />exercise using Homeland Security Exercise and Evaluation <br />Program (HSEEP). The room <br />currently has many of the amenities needed in an EOC but is lacking a dedicated printer and cart. After <br />purchase, the printer will be hard-lined into the Internal network and have the capability to serve anyone <br />in the EOC and to also scan and copy documents during operations. Similarly, the newly purchased mobile <br />incident command post/SAR vehicle needs printing capability. A printer and laptop will increase the <br />capability ofthe mobile command post (MCP) during response. <br />Emergency Management Function: EOC Operations <br />Performance Measure(s} that will be used to evaluate the program area <br />Target (intended outcome) <br />The new printer will allow EOC staff to print, scan and copy <br />documents to include lAPs, Sitrep reports, etc. in the same room <br />as the EOC. This will greatly enhance the efficiency of the EOC and <br />lessen the burden on the Fire Station front office.
