<br />Marian Meadows Rezone and Subdivision Final Environmental Impact Statement 2-6 <br />conceptual layout of such a subdivision. The actual layout of roads and lots could vary from this concept <br />and might result in fewer lots. This alternative includes the following features: <br /> This layout provides for average density of one dwelling unit per three acres in ASZs 3, 4 and 6 as <br />provided for in Kittitas County Code 17.58.050. <br /> This layout does not avoid the area of geological hazards related to the alluvial fan and debris flow <br />hazard. The configuration of lots in this area would expose up to 6 lots to this potential hazard. It is <br />possible that alternative layouts in combination with construction of berms or channels to convey <br />flooding and contain debris could reduce hazard exposure. <br /> Water service would be provided by the Easton Water District No. 3. <br /> Sewage disposal would be individual on-site sewage disposal systems on each lot. <br />The 300 mini-storage units along the northeast side of the BPA easement are not included in this layout, <br />but are included in Alternative 3B. <br />Alternative 3B: No Action with 3-Acre Lots with Exclusions <br />This alternative also illustrates development at the existing zoning without PUD approval but excludes a <br />portion of the overall site. It has the same features as Alternative 3A, except for exclusion of the area <br />northeast of the BPA easement for development of up to 300 mini-storage units. This results in lot lines <br />not extending across the BPA easement and therefore results in fewer lots than Alternative 3A. The road <br />layout also is revised to accommodate the mini-storage area. <br />Alternative 3C: No Action with 3-Acre Lots Excluding the Eastern Portion of the Site <br />This alternative also illustrates development at the existing zoning without PUD approval. It has the same <br />features as Alternative 3A, except for exclusion of the steep eastern portion of the site and the area <br />northeast of the BPA easement for up to 300 mini-storage units. This results in a substantial reduction in <br />units to about 33 lots. <br />Alternative 3D: No Action with 5-Acre Lots in ASZs <br />This alternative illustrates development at the existing zoning without PUD approval but at a density of <br />one unit per 5 acres within the portion of the site that lies within ASZs, for a total of 68 lots in that area <br />and up to 113 lots overall. Lots are slightly smaller than 5 acres because average density includes the area <br />in roads and limited areas avoided because of geological hazards. This density would be consistent with <br />recommendations of the WSDOT Aviation Division for residential density within those zones. There are <br />45 lots outside of ASZs at a minimum of 3 acres in size. Other than lot sizes, this alternative has the same <br />features as Alternative 3A. <br />The Compilation of Mitigation Measures Alternatives consist of Alternatives 4 and 5 that incorporate <br />measures identified in the Draft and Final EIS analysis that would reduce specific impacts upon the <br />environment. These modifications may be imposed as governmental conditions to control environmental <br />impacts or meet applicable local, state, or federal codes or criteria. Alternatives were developed after <br />evaluating impacts of the proposal.
