<br />Marian Meadows Rezone and Subdivision Final Environmental Impact Statement 2-7 <br />Two options are presented which would use the PUD process to vary lot sizes and cluster lots. <br />Alternative 4: PUD with Reduced Density on the Entire Site includes clustered development on both <br />the lower, flatter western area and on the steeper eastern portion of the site. The lots within the ASZs are <br />reduced to result in an overall density of one unit per three acres. The conceptual layout in Figure 2-4 <br />includes up to 147 lots as a possible layout, which is the density allowed by existing zoning but without <br />use of PUD bonus provisions. Other layouts could result in slightly more or fewer lots. <br />Alternative 5: PDA with All Development Clustered on the Western Portion of the Site provides for <br />development only on the lower, flatter, western portion of the site. The conceptual layout in Figure 2-5 <br />includes 113 lots, which is the maximum density allowed by Kittitas County codes at one unit per 3 acres <br />within the ASZs. <br />Both of these options include the following features: <br /> Lot layout avoids development in ASZs 3 and 4 in the southwestern corner of the site. These ASZs <br />are in closer alignment with the airport runway and pose the greatest potential safety hazard. <br /> Lot layout allows avoidance of the alluvial fan/debris flow hazard areas in the central and northern <br />portions of the lower site and provides an area for high flow conveyance through construction of <br />berms or channels to convey water away from structures on the lots. <br /> Development in the lower portion of the site provides a variety of lot sizes including larger lot sizes <br />adjacent to existing large lot rural development along the eastern property line. <br /> A corridor for wildlife movement is provided, including the BPA transmission line easement and <br />the area to the east extending to the bottom of the steep slope; larger lots are provided adjacent to <br />this area with adequate lot depth to preserve a 100-foot-wide buffer of existing native vegetation. <br /> Open space provided in the area for high flow conveyance may be used for recreation or other use. <br /> The BPA transmission line easement provides the potential for trail use to address recreational <br />needs of future residents. <br /> Water service would be provided by the Easton Water District No. 3. <br /> Sewage disposal would be provided by on-site sewage disposal systems. Individual systems for <br />each lot would be feasible for the lower western portion of the site. Shared drainfield systems <br />would likely be required for lots in the eastern portion of the site and could be accommodated <br />within the BPA transmission line easement or other open space areas on the lower western portion <br />of the site.
