G. ROLES AND RESPONIHILITIES: <br />Kittitas County <br />• Will be responsible for project activities identified in Section P <br />• Will appoint a representative who will be the primary contact for FHWA-WFL-s Project <br />Manager <br />• Will provide appropriate match to all FLAP funds expended on the project even if the <br />project is terminated prior to completion <br />• Will be responsible for the acquisition of any rights-of-way and / or easements necessary <br />to complete the project <br />• Will be responsible for the costs associated with the utility relocation. Any applicable <br />reimbursement to the utility company will be governed by State law and regulation, or <br />Occupancy Permits in accordance with 23 CFR PART 645.103 <br />• Will administer the project according to the WSDOT Local Agency Guideline Manual <br />• Will coordinate with WSDOT Local Programs Engineer regarding NEPA documentation <br />and NEPA decision and provide documentation to FHWA-WFL <br />• Will provide quarterly project updates to FHWA-WFL <br />• Will provide written certification of the following: completion of NEPA, completion of <br />ROW, the PS&E package includes appropriate elements and commitments, and the <br />construction contract includes the appropriate contract clauses following guidelines in 2 <br />cfr 200 appendix 1I -Contract Provisions for Non -Federal Entity contracts under Federal <br />Awards <br />• Upon completion of construction, provide copies of final inspection demonstrating the <br />project has been constructed in substantial conformity with the approved plans and <br />specifications. COUNTY will provide written confirmation of its final acceptance of the <br />constructed project <br />FHWA-WFL <br />• Will be responsible for stewardship and oversight activities as noted in Section P. <br />• FFIWA-WFL will be responsible for FHWA decisions that may be not be delegated. <br />These decisions are identified in Section P. <br />• Will review certification letter and if appropriate provide approval to bid and construct <br />project. <br />W Kittitas (I) Tcanaway Road I-Iydrauhc Improvement- Amd p I Page 5 01 -1 1 July 24. 2017 <br />
