Task2.PopulationandEmploymentProjectionsTask2a.PopulationProjectionsBERKwillreviewtheOfficeofFinancialManagement(OFM)populationprojectionsreleasedin2012andconductadditionalresearchtoinformOFM'snextroundofprojectionsthatwillbereleasedin2017.BERKwillcontactOFManddiscussthepotentialforinfluencingOFM'sprojectionsfortheCountyduein2017.GMArequirescountiestoconsiderapopulationallocationintherangeofOFM'slow,mediumandhighforecasts.Forinfrastructureplanningorphasingpurposes,thisScopeassumesevaluationofthe2012mediumforecast,andforconservativeplanningestimates,BERKwillevaluatethe2012highforecast.ToidentifyrecenttrendsandinformOFM's2017projectionefforts,BERKwillconductananalysisofnewCensusdatareleasedafterthe2012OFMprojections.BERKwillalsoseektoidentifyhistoricfactorsrelatedtopopulationchangeandnetmigrationthatmaynotbeconsideredinOFM'sassumptions.Finally,BERKwillanalyzeandconsidernewfactorsthatmayimpactmigrationpatternsinthefuture,suchastransportationimprovementsonI-90,growthintelecommutingandlongdistancecommuting,andtheimpactsofnewtransportationtechnologies.ThefindingsofthisanalysiswillbeconsideredinthedevelopmentofnewpopulationprojectionsanddocumentedinamemofortheCountytosubmittoOFM.Task2b.EmploymentProjectionsGMArequiresthatcommunitiesplanforpopulationgrowthfora20-yearperiodandconsideremploymentneeds,butdoesnotrequireanemploymentprojectionorallocation(RCW36.70a.110(2)).IftheCountyorcitiesareconsideringUGAboundaryrevisionsforemploymentpurposes,itmaybebeneficialtoconductacountywideemploymentprojectionandUGAallocation(Task4b)tosizetheminrelationtopopulationgrowth.AspartofTask2b,BERKwoulddevelopandimplementamethodologyforprojectingemploymentinKittitasCounty.ThiswouldincludereviewofregionalprojectionsandassumptionsdevelopedbytheWashingtonStateEmploymentSecurityDepartment.BERKwouldalsoworkwiththeCountyandcitiestoidentifyfactorsthatareuniquetoKittitasCountyandmayinfluencefutureemploymentchange.Task2Deliverables:Populationprojectiontechnicalmemo;Employmentprojectiontechnicalmemo;Projectionspreadsheets.Task3.LandCapacityAnalysisTask3a.LandCapacityAnalysisforResidentialDevelopmentBERKwillcalculatetotalaggregatecapacityforresidentialdevelopmentwithinthecurrentboundariesofeachUGAwheregrowthisanticipatedtobeallocated.Capacitywillbemeasuredbothindwellingunitsandpopulation.Thestepsforthistaskinclude:•PreparedataentrytemplateandinstructionsforCounty/cities:BERKwillprepareaspreadsheettemplatefortheentryofpermitinformationbyCountyandcityplanners.ThepermitdatawillbeusedtoanalyzeachieveddensitiesandhelpinformfutureassumeddensitiestoapplyinthelandProfessionalServicesAgreementPage12
