  <br />Kittitas County RFP for VoIP Phone Systems and Services  <br />January 18, 2018 Page 5  <br />3.15 Change orders <br />The selected responder will provide change orders for county approval during the course of the contract  <br />implementation if work is required outside the scope of the contract. The change order will include a  <br />cost estimate.  <br />3.16 Contract negotiations <br />The successful responder will be required to execute a contract in substantially the same form as these  <br />specifications. The contract will be tailored by a county attorney to meet the particular requirements of  <br />this procurement.  <br />The county reserves the right to negotiate with the highest ranked responder that, in the opinion of the  <br />county, has submitted a proposal that is the “best value” to the county.  In no event will the county be  <br />required to offer any modified terms to any other responder prior to entering into an agreement with a  <br />responder, and the county shall incur no liability to any responder as a result of such negotiation or  <br />modifications.  It is the intent of the county to ensure it has the flexibility it needs to arrive at a mutually  <br />acceptable agreement.  Negotiations may include, but are not limited to:  <br />• Contract details  <br />• Contract price and/or payment details  <br />• Service requirements  <br />• Minor changes to the scope of services  <br />4 Proposals <br />4.1 Key events and dates <br />The following schedule will apply to this RFP. It may change in accordance with the county’s needs or  <br />unforeseen circumstances.  <br />Table 4‐1 Key Events and Dates  <br />Event Date  <br />RFP issued  January 18, 2018 <br />Last day questions accepted February 6, 2018 <br />Responses to questions  February 9, 2018 <br />Proposal Due Date February 20, 2018, 2 PM PST <br />Implementation and Completion  Between March and June, 2018
