INTERLOCAL AGREEMENT BETWEEN <br />KITTITAS COUNTY AND CITY OF ELLENSBURG FOR <br />REGIONAL TACTICAL RESPONSE TEAM <br />This agreement is entered into between Kittitas County and the City of Ellensburg on <br />behalf of their law enforcement agencies pursuant to the Interlocal Cooperation Act, chapter <br />39.34 RCW and the Washington Mutual Aid Peace Officers Powers Act, chapter 10.93 RCW for <br />the specific purpose of creating and maintaining a multi jurisdictional team to be hereafter <br />known as the Kittitas County Regional Tactical Response Team (KCRTRT). This agreement is <br />in addition to any other agreement or grant of authority pursuant to RCW 10.93. <br />I. PARTIES. The parties to this Intellocal Agreement ("Agreement") are Kittitas County <br />(operating through its Sheriff's Office), a political subdivision of the State of Washington, and <br />the City of Ellensburg (operating through its Police Department), both of which are municipal <br />corporations operating under the laws of the State of Washington. Each party is referred to herein <br />as "member" or "party" and collectively as "members" or "parties." <br />H. PURPOSE AND AUTHORITY. The purpose of this agreement is to provide Mutual <br />Aid Law Enforcement assistance pursuant to the provisions of Chapters 10.93 (Washington <br />mutual aid peace officers powers act) and 39.34 (Interlocal Cooperation Act) of the Revised <br />Code of Washington (RCW). No separate legal or administrative entity is created hereby, <br />pursuant to RCW 39.34.030(3). <br />III. TERM. The term of this Agreement shall be through December 31, 2025 and thereafter <br />shall automatically extend for consecutive one (1) year terms without action of the legislative <br />bodies of the participating members, unless and until terminated pursuant to the terms of this <br />Agreement. <br />IV. OBJECTIVES. <br />A. The objective of this Agreement is to handle specific criminal incidents, as well as <br />incidents involving weapons of mass destruction, persons in crisis, or events that may attract <br />negative actors/actions through mutual aid, which provides for more effective use of personnel, <br />equipment, fitnds, and training, reduced duplication of equipment, development of specialized <br />expertise, and increased utilization/application' of a combined special response team. This results <br />in increased safety for officers and the community, as well as improved services and cost <br />effectiveness. <br />B. The KCRTRT shall respond as requested by either party, and provide a <br />coordinated response to incidents. As special needs arise, it may be necessary to request <br />assistance and/or personnel from other law enforcement agencies at the discretion of the <br />KCRTRT Incident Commander and/or the KCRTRT Tactical Commander. <br />C. The KCRTRT may also be made available to other law enforcement agencies as <br />provided by Chapter 10.93 RCW.
