Chief are authorized on behalf of the KCRTRT to seek agreements with other tactical or SWAT <br />teams with whom teamwork is considered potentially beneficial. <br />V. ADMMSTRATION AND GOVERANCE. <br />A. The KCRTRT shall be governed by the Sheriff and Police Chief, or their <br />designee(s), who shall have an equal vote and voice on all KCRTRT decisions. In the event of a <br />tie vote, the parties will work collaboratively and in good faith to reach a mutually acceptable <br />decision and/or outcome. The Sheriff and Police Chief will jointly appoint a non -voting Team <br />Commander (see "STAFF") who will be responsible for daily governance of KCRTRT, and will <br />attend and be the presiding officer for KCRTRT administrative meetings. The Sheriff and Police <br />Chief may each invite or delegate additional staff from their agency to attend KCRTRT <br />administrative meetings as needed. Non -participating agencies may attend KCRTRT meetings <br />only at the invitation of the Sheriff or Police Chief, or their designee(s). <br />B. The KCRTRT shall meet monthly, unless otherwise determined by Sheriff and <br />Police Chief, or their designee(s), who also retain the privilege to call extra meetings as deemed <br />appropriate. No less than forty-eight (48) hours' notice of all meetings shall be provided. <br />However, in emergency situations, the forty-eight (48) hours' notice requirement may be waived <br />and the parties may conduct telephonic or virtual meeting(s), or a poll, to resolve any issues <br />related to such emergency. <br />C. The KCRTRT shall develop written policies, regulations, and operational <br />procedures, which shall apply to all KCRTRT operations. In the event of a conflict between the <br />policies, regulations, and operational procedures of the KCRTRT and the policies, regulations, <br />and operational procedures of the individual members, the parties shall meet to discuss and <br />attempt to resolve the conflict. In no event shall the KCRTRT require a party to violate its <br />policies, regulations, or operational procedures. <br />D. Each party is responsible for consulting with their assigned legal counsel on any <br />legal issues or questions arising out of participation in the KCRTRT. The Team Commander, in <br />their discretion, may invite legal counsel from both parties to attend meetings, or request legal <br />opinions from the parties' legal counsel. <br />VI. STAFF. <br />A. The Team Commander may be removed by action of both the Sheriff and Police <br />Chief at any time and for any reason, with or without cause, and without recourse, so long as the <br />reason for removal did not violate any state or federal law, including but not limited to anti- <br />discrimination laws. The Team Commander appointment is for a one-year term, and must be <br />approved by both the Sheriff and the Police Chief. The appointment may be extended for one or <br />more additional terms with approval of the Sheriff and Police Chief. <br />B. The Team Commander shall prepare monthly written reports on the actions, <br />progress, and finances of the KCRTRT, including accomplishments, training, number of calls, <br />problems/concerns, and any other matter as requested by the Sheriff or Police Chief.
