Project Overview <br />1. Project Description <br /> <br />The Washington State Horse Park (WSHP) is seeking funding from the Kittitas County Lodging <br />Tax Fund to expand essential infrastructure that will increase event capacity, improve site <br />logistics, and strengthen tourism across Kittitas County. Located within the City of Cle Elum, <br />WSHP is a scenic, multi-use equestrian and recreational facility that currently draws <br />approximately 38,000 visitors annually. <br /> <br />The purpose of this infrastructure project is to meet growing demand by enhancing the Park’s <br />ability to host larger and more concurrent events, and to accommodate a broader range of <br />users including equestrian competitors, spectators, recreational RV travelers and outdoor <br />enthusiasts. Funding would specifically support the following key improvements: <br />• Perimeter security fencing along our northern boundary where the new developer(s) <br />of the UGA plans to create a multi-use public pathway as an element of its initial site <br />plans. This pathway will be within approximately 50 feet of the park’s competition <br />arenas and maintenance storage facilities, creating significant safety and security <br />concerns. Installing this fence is a top priority. <br />• 50 additional RV sites to help remedy consistent sell-out of hook-ups, attract new <br />events that require more capacity and host non-equestrian RV travelers, expanding <br />year-round use. <br />• 11 Permanent barn pads to accommodate 220 stalls currently erected seasonally in <br />the spectator parking lot. Having permanent pads will reduces labor costs, free up <br />essential parking space, and improve the customer experience as well as emergency <br />response capabilities by keeping roads and RV zones clear. <br />• 80 new parking spaces to reduce congestion, support larger crowds, improve ADA and <br />emergency access, and streamline traffic flow. <br />• Portable bleachers to improve the spectator experience and safely increase event <br />capacity. They will be portable and can be moved to any location where seating is <br />needed.
