KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA DATE: <br />ACTION REQUESTED: <br />AGENDA STAFF REPORT <br />August 6, 2024 <br />Conduct a continued Public Hearing from July 2, <br />2024 and July 16, 2024 at 2:00 pm to consider the <br />Infrastructure and Phasing Agreement for the <br />remaining development phases for Black Horse at <br />Whiskey Creek Plat. <br />BACKGROUND: DR Horton and Public Works have finalized the <br />actions and timelines associated with meeting <br />preliminary plat conditions for the remaining phases <br />of Black Horse at Whiskey Creek plat. Current <br />2023 Kittitas County Code 12.01.085 (Previously <br />Chapter 12.89 of Kittitas County code) allows for <br />this agreement to proceed for Board consideration <br />after a public hearing as described in Revised Code <br />of Washington 36.70B.200. <br />INTERACTION: <br />This Public Hearing was continued at the Tuesday, <br />July 2, 2024 and at the July 16, 2024, 2:00 pm <br />Public Hearing to meet notice requirements as the <br />project is within the Urban Growth Area. <br />The Infrastructure and Phasing Agreement has been <br />reviewed by both DR Horton and the County <br />Prosecuting Attorney Office. <br />Public Works; DR Horton <br />RECOMMENDATION: Conduct a continued Public Hearing from July 2, <br />2024 and July 16, 2024, to consider the <br />Infrastructure and Phasing Agreement for the <br />remaining development phases for Black Horse at <br />Whiskey Creek Plat. <br />HANDLING: Return one original to Public Works <br />ATTACHMENTS: Infrastructure and Phasing Agreement <br />LEAD STAFF: Josh Fredrickson, Public Works Director <br />
