06/04/2024 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON AUDITORIUM SPECIAL MEETING <br /> TUESDAY 2:00 P.M. JUNE 4, 2024 <br />Board members present: Chairman Brett Wachsmith; Vice-Chairman <br />Osiadacz; and Commissioner Cory Wright. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Josh Fredrickson, <br />Engineer; Stephanie Hartung, Chief Civil Deputy Prosecutor; Mandy <br />Buchholz, Office Administrator; Kady Porterfield, Event Center <br />Director; Clay Myers, Sheriff; Chris Whitsett, Inspector; Chad Bala, <br />CDS Director; and approximately 30 members of the public. <br /> PUBLIC HEARING SPRINGWOOD RANCH PROPERTY PUBLIC WORKS <br />At 2:00 p.m. CHAIRMAN WACHSMITH opened a Public Hearing to consider <br />an Agreement of Conveyance of Real Property and Closing Documents <br />required to accept a portion of the Springwood Ranch Property. <br /> ARDEN THOMAS, WATER RESOURCE PROGRAM MANAGER, reviewed a Staff <br />Report and explained how The Trust for Public Land, a non-profit <br />organization, acquired real property known as Springwood Ranch. The <br />Washington State Legislature is providing funding for the property <br />in exchange for conveying the property to Kittitas County, the <br />Department of Fish & Wildlife, the Yakama Nation, and the Kittitas <br />Reclamation District, for public benefit purposes. The primary <br />public benefit associated with the Springwood Ranch acquisition is <br />to secure the site for a water supply reservoir. The budget <br />provision stipulates that the portion of Springwood Ranch <br />transferred to Kittitas County for its ownership and management will <br />provide benefits associated with maintaining existing agricultural <br />uses or future uses allowed under current zoning or that provide a <br />public use or benefit. <br /> THOSE PRESENT & TESTIFYING: ANDREW PERKINS, THORP SCHOOL DISTRICT SUPERINTENDENT, made a formal request on behalf of the Thorp School <br />District, that part of the 3,000 acres be reserved for a future <br />school site in Thorp. URBAN EBERHART, SECRETARY/MANAGER FOR THE KITTITAS RECLAMATION DISTRICT, said they passed a Resolution for <br />reservoir, and they supported Kittitas County accepting their <br />portion of the land. PAT KELLEHER questioned the process and said <br />the public could not see what land was going to be accepted in the <br />proposed agreement. He also asked about phrasing in the legislation <br />for purposes associated with maintaining current zoning and the <br />public use/benefit. TOM CHINI asked if there was a map to see where <br />the property was located. LOIS BELL said she shared an irrigation <br />ditch with Springwood and hoped they could come to a solution to
