DECEMBER 19, 2023 <br /> <br />Board members present: Chairman Cory Wright; Vice-Chairman Brett <br />Wachsmith; and Commissioner Laura Osiadacz. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Mandy Buchholz, Office <br />Administrator; Darren Higashiyama, Jesse Eldred, Deputy Prosecutor <br />II; Jayme Ayling, Planning Manager; Josh Fredrickson, Engineer; Mark <br />Cook, Zack Torrence Smith; Patti Stacey, Facilities Director; and <br />approximately 20 members of the public. <br /> <br />PUBLIC HEARING KITTCOM PROPOSITION PROSECUTOR <br /> <br />At 2:00 p.m. CHAIRMAN WRIGHT opened a Public Hearing to consider a <br />Resolution to submit a proposition to the voters of Kittitas County: <br />authorizing a two-tenths of one percent Sales & Use Tax to fund <br />costs. <br /> <br />JERRY PETTIT, KITTCOM ADVISORY MEMBER, requested the Board approve a <br />Resolution to submit a proposition to the voters of Kittitas County. <br />He reviewed how the increase in sales and use tax would allow for <br />improvement of the countywide emergency communication systems and <br />facilities. RICH ELLIOTT, SPEAKING ON BEHALF OF KITTCOM, reviewed <br />information on the make-up of the citizens advisory committee, their <br />meetings, process, challenges, and recommendations. <br /> <br />THOSE PRESENT & TESTIFYING: BILL ESSMAN testified in support of the <br />proposed Resolution. JESSICA KARRAKER said she served as a member of <br />the committee, supported KITTCOM, but felt the small businesses <br />weren’t represented enough. She did not believe they looked at all <br />the options available for Federal and State grant funding. JIM ALAN <br />said he also served on the advisory committee and how it’s <br />unacceptable to have locations within the County that have no <br />communication. He said he toured the current facility and saw <br />systems that he saw back in the 1970’s. He did not want to see the <br />services go outside the County. <br /> <br />THERE BEING NO OTHERS REQUESTING TO TESTIFY, THE PUBLIC PORTION OF <br />THE HEARING WAS CLOSED. <br /> <br />RESOLUTION 2023-224 KITTCOM PROPOSITION PROSECUTOR <br /> <br />VICE-CHAIRMAN WACHSMITH moved to approve Resolution No. 2023-224, to <br />Submit a Proposition to the Voters of Kittitas County: Authorizing a <br />Two-Tenths of One Percent (0.2%) Sales and Use Tax to Fund Costs
