AGENDA DATE: May 16, 2023
ACTION REQUESTED: Hold a Public Hearing on May 16, 2023, at 2:00 pm,
Declaring Tax Parcel 11251 Surplus to the County Needs
and Consider Setting a Minimum Sale Price.
BACKGROUND: Tax Parcel 11251 is property owned by Kittitas County
Department of Public Works (PW). The property is
unbuildable and is impacted by Whiskey Creek that
traverses a large portion of the property. Consistent with
County Code and Revised Code of Washington
(36.34.050); PW desires having the Board declare Tax
Parcel 11251 surplus to the county needs and direct the
parcel be sold by sealed bids duly and properly noted and
managed by PW. This Public Hearing will allow the Board
to set a minimum sale price supporting PW's solicitation
for sealed bids within three days of the public hearing.
INTERACTION: Public Works.
RECOMMENDATION: Hold a Public Hearing on May 16, 2023, at 2:00 pm to
declare Tax Parcel 11251 surplus to the County needs and
consider setting a minimum sale price.
HANDLING: Return one original to Public Works.

DECLARING TAX PARCEL 11251 SURPLUS TO COUNTY NEEDS SETTING THE
MINIMUM PARCEL VALUE AT $5,000 FOR FUTURE PUBLIC DISPOSAL BY
PUBLIC WORKS
WHEREAS: The Board of County Commissioners did conduct a public hearing on May
16, 2023 receiving testimony on declaring tax parcel No. 11251 surplus to county
needs; and
WHEREAS: Public Works desires retaining a fifty -foot easement along the centerline of
Whiskey Creek supporting potential creek channel improvements; and
WHEREAS: The City of Ellensburg has declared Tax Parcel No. 11251 as being
"unbuildable" pursuant to site constraints and environmental restrictions; and
WHEREAS: Public Works desires conducting a sealed bid solicitation for interested
parties purchasing tax parcel No. 11251 within three days of the Board of County
Commission public hearing;
NOW, THEREFORE BE IT RESOLVED: The Board of County Commissioners, after due
consideration, does hereby declare tax parcel no. 11251 as surplus to county needs and does set
the minimum value of the parcel at $5,000.00.
NOW, BE IT FURTHER RESOLVED: The Board of County Commissioners does direct the
Public Works Department to conduct a sealed bid solicitation for disposal of tax parcel 11251
within three days of the public hearing conducted on May 16, 2023.
