This year’s non-docket items include code amendments to <br />Title’s 12, 15A, 16 and 17. This staff report summarizes each proposed Kittitas County Code amendment <br />and includes relevant documentation and proposed policy for your consideration <br />The public has had access to the proposed non-docket items at the Kittitas County Community <br />Development Services Comprehensive Plan web page, http://www.co.kittitas.wa.us/cds/comp- <br />plan/default.aspx. One printed copy has also been available for viewing at the Community Development <br />Services front desk at <br />Community Development Services <br />411 North Ruby Street, Suite 2 <br />Ellensburg WA 98926 <br />The Planning Commission held a public hearing to consider the non-docket items on April 12, 2022 at <br />6:00 pm. The Planning Commission made recommendations on each item as described below. <br />There are three (3) items being considered for amendment within Kittitas County Code. The proposed <br />amendments include: <br />1.Docket Item 1 – This item was proposed by Kittitas County Public Works and Community <br />Development Services and proposes amendments to Title 16 Subdivision code section. <br />Amendments include changes to bring the Title into conformity with State standards, clarify <br />ambiguous sections, add a lot line encroachment option for building placement and provide an <br />option for parcel combination for the purposes of building placement. The lot line encroachment <br />section includes some additions to the side and rear lot line setback sections of several zoning <br />designations in Title 17 to cite the lot line encroachment option. <br />Staff Analysis and Recommendation – Title 16 Subdivisions is in need of several alterations to <br />ensure consistency with Washington State standards as well as general industry practices. Most of <br />the changes proposed would correct these inconsistencies. Additionally, CDS saw an opportunity <br />to add language specific to the processing of parcel combinations to provide more clarity to the <br />public. This addition will not impact the project permit application process for parcel combination <br />applications but will provide clarification as to the code section utilized for such applications. The <br />last proposed amendment would create a process for lot line encroachment for the purposes of <br />building placement.
