<br />BOCC 2022 Non-Annual Docket Public Hearing Staff Report Page 2 <br />May 24, 2022 <br /> <br />on shared parcel boundaries for the purposes of building placement. The owner would be required <br />to record this action with Kittitas County and the properties involved would be subject to <br />continued ownership by the current owner or alternatively bringing the properties involved into <br />conformance with all applicable zoning standards. This proposed amendment would include <br />amendments to Title 17 which reference the proposed section in Title 16 that allows for this lot <br />line encroachment. Staff recommends approval of Docket Item #1 as proposed. <br /> <br />Planning Commission Recommendation: The Planning Commission unanimously <br />recommended approval of the amendment as proposed. <br /> <br />2. Docket Item 2 – This item was proposed by Kittitas County Public Works. This item proposes <br />amending Title 12 Roads and Bridges, to replace the existing road variance committee process <br />with an administrative process. <br /> <br />Staff Analysis and Recommendation – Docket Item #2 would revise the current road variance <br />process in favor of an administrative approach. After some discussion with the Board of County <br />Commissioners, Kittitas County Public Works proposed this item to remedy a frequent lack of <br />quorum that has been delaying road variance decisions in Kittitas County. This amendment would <br />replace the current committee approach with an administrative approach allowing for the Kittitas <br />County Public Works Engineer to make road variance decisions in consultation with the <br />associated fire district. These decisions would be subject to appeal to the Kittitas County <br />Hearings Examiner and would require and update to KCC Title 15A. Staff recommends approval <br />of Docket Item #2 as proposed. <br /> <br />Planning Commission Recommendation: The Planning Commission unanimously <br />recommended remanding the Title 12 amendments to staff for revisions. <br /> <br />3. Docket Item 3 – This item was proposed by Kittitas County Public Works. This item will amend <br />Title 15A Project Permit Application Process to add the Kittitas County Hearings Examiner as the <br />appeal body for road variance decisions issued by Kittitas County Public Works for road variance <br />applications. <br /> <br />Staff Analysis and Recommendation – Docket Item #3 would add road variance appeals to the <br />list of items overseen by the Kittitas County Hearings Examiner in Title 15A Project Permit <br />Application Process.
