KITTITAS COUNTY <br />SOLID WASTE AND MAINTENANCE MINUTES <br />BOCC CONFERENCE ROOM, 205 WEST 5TH ROOM 108 - ELLENSBURG <br />Regular Meeting-Webex <br />I TUESDAY 1 2:00 PM I September 14, 2021 <br />Board members present Brett Wachsmith, Chairman, Laura Osiadacz, Vice -Chairman and <br />Commissioner Cory Wright via Webex. <br />Others: Patti Stacey and Erica Luce <br />Meeting called to order at 2:00 p.m. <br />Solid Waste Updates: Patti informed the board of the newest member of the Solid Waste <br />Department, Doug Laurent, who will fill the Scale House Attendant II position at the Cle Elum <br />transfer station. She described his training schedule this week and that upon completion of his <br />training the Solid Waste office will then be fully staffed. Patti informed the board she is waiting <br />for final paperwork on the LSWFA grant from Department of Ecology which will go towards <br />recycling, HHW and increasing public outreach. Patti commented being fully staffed will also <br />allow for more public outreach opportunities. <br />Request Board Approval to Advertise RFP for Bowling Alley: Patti requested revisions be <br />made to the submittal requirements on the Bowling Alley proposals. Patti suggested reducing <br />the amount of information required within the proposals to promote more applicants, along with <br />adding a bullet point on an estimated timeline for the proposed project. Patti requested to post <br />the information on the county website to save money in advertising and make for easier <br />accessibility. Laura motioned to approve on advertising RFP for bowling alley on the county <br />website. The Board approved 3-0. <br />Review Customer Counts and Tonnage at the Transfer Stations: Patti informed the Board <br />she reviewed and compared historically peak customer count dates from 2020 and 2021. Patti <br />shared that in 2020 customer counts were higher with lower tonnage versus 2021 with lower <br />customer counts and higher tonnage. Patti explained that contractors and business accounts with <br />greater tonnage per load increased, while the average residential customer count decreased. <br />Discussion was held on the topic of the transfer stations being one of the few essential businesses <br />operating during mandated lockdowns in 2020. Discussion was held on the Cle Elum Transfer <br />Station regarding customer counts, the county's conditional use permit to operate on Sundays, <br />issues with days of operation and high volume of recreational tourism in the area. Further <br />discussion included looking into the budget regarding cost of additional operating days and <br />staffing as well as possible drop off locations or pay -as -you -throw programs. <br />New Office Update: Patti informed the board that construction of the new office for the <br />Communications Director was underway. Maintenance is in the process of creating a new <br />
