COMMISSIONERS' MINUTES
KITTITAS COUNTY, WASHINGTON

SPECIAL MEETING
TUESDAY 10:30 A.M. AUGUST 11, 2020
Board members present: Chairman Brett Wachsmith Vice-Chairman Laura
Osiadacz, Cory Wright, Commissioner, (via WebEx).
Others Via WebEx: Julie Kjorsvik, Clerk of the Board; Mandy
Buchholz, Deputy Clerk of the Board II; Jim Goeben, IT Director and
Taylor Crouch, Deputy Clerk of the Board I.
SPECIAL MEETING OFFICE STAFF MEETING COMMISSIONERS
At 10:30 a.m. Chairman Wachsmith opened the Office Administration
meeting continued from August 10, 2020.
DISCUSSION KC EMERGENCY.ORG WEBSITE COMMISSIONERS
Jim Goeben, IT Director asked the Board for their input on the
kittitasemergency.org website maintenance. He stated that it has not
been maintained since May and the analytics are showing a decrease
in use; however the County Website for Emergency updates has over a
1,000 visits a day. He questioned if the Board would like to keep
the site up or move the content to the County page; or have a
redirect to the County website. He stated that IT would like to see
it moved from a wordpress website design to something that they can
maintain easier. The Board indicated that they wanted to keep the
County’s website(s) up to date. There was discussion on the reason
for the page and that it was to be the home of all emergencies,
disasters, pandemics etc., information for years to come. The Board
stated that they would like a follow up conversation and to include
someone from the EOC to participate.
EXECUTIVE SESSION PERFORMANCE COMMISSIONERS
At 10:44 a.m. Chairman Wachsmith announced the Board would recess
into an Executive Session for 5 minutes, with just the Board of
County Commissioners to evaluate the qualifications of an applicant
for public employment or to review the performance of a public
employee. However, subject to RCW 42.30.140 (4), discussion by a
governing body of salaries, wages, and other conditions of
employment to be generally applied within the agency shall occur in
a meeting open to the public, and when a governing body elects to
take final action hiring, setting the salary of an individual
employee or class of employees, or discharging or disciplining an
employee, that action shall be taken in a meeting open to the
public. No action was anticipated.

At 10:49 a.m. the Board reconvened out of Executive Session. No
action taken.
At 10:49 a.m. Chairman Wachsmith announced the Board would recess
back into Executive Session for 5 minutes to evaluate the

Tabled until 8/17/20.
APPOINTMENT HAHC – MATTHEW LUNDH COMMISSIONERS
Commissioner Wright moved to approve the Appointment of Matthew
Lundh to the Kittitas County Homelessness & Affordable Housing
Committee (HAHC) as the Upper County Council Rep. Chairman Wachsmith
seconded. Motion carried 3-0.
LETTER FORTERRA – UPPER NANEUM CREEK COMMISSIONERS
Commissioner Wachsmith moved to approve Board signature on a letter
of Support to Washington Recreation & Conservation Office Director
Kaleen Cottingham Regarding the Conservation of Upper Naneum Creek
Farm. Commissioner Osiadacz seconded. Commissioner Wright indicated
he would not be supporting any further letters until things are
worked out better. Motion carried 3-0.
PLANNING COVID-19 COMMISSIONERS
There were brief updates provided by the Board of County
Commissioners relating to COVID-19.
DISCUSSION FACEBOOK WEEKLY POSTS COMMISSIONERS
The Board determined for the week of August 10, 2020 that they would
share on their Facebook page any Press Releases from Public Health
relating to COVID-19, as well as a press release he will draft with
the Prosecutor’s Office regarding the 9th Circuit Judge ruling

regarding Shady Brook and one last push to get citizens to complete
their census. Commissioner Wright suggested that Commissioner
Wachsmith work with his contacts through COG and ask them to
encourage their citizens to complete the census.
OTHER BUSINESS/GENERAL UPDATES
