01/16/2018 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS AUDITORIUM <br />SPECIAL MEETING <br /> <br />TUESDAY 2:00 P.M. JANUARY 16, 2018 <br /> <br />Board members present: Chairman Laura Osiadacz; Vice-Chairman Obie <br />O’Brien; and Commissioner Paul Jewell. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Dan Carlson, CDS <br />Director; Lisa Murray, Administrative Assistant; and 4 members of <br />the public. <br /> <br />PUBLIC HEARING SALE OF TAX TITLE PROPERTY TREASURER <br /> <br />At 2:00 p.m. Chairman Osiadacz opened a Public Hearing to consider <br />two applications for the Resale of Tax Title Property #790934. <br /> <br />Lisa Murray, Administrative Assistant, provided information on 2 <br />Applications they’ve received to purchase Tax Title Property <br />#790934. She recommended to the Board that they authorize the sale <br />and direct the Treasurer to hold a public auction. <br /> <br />THERE BEING NO ONE IN ATTENDANCE REQUESTING TO TESTIFY, THE PUBLIC <br />PORTION OF THE HEARING WAS CLOSED. <br /> <br />Commissioner O’Brien moved to authorize the Resale of Tax Title <br />Property #790934, and direct the Treasurer to hold a public auction. <br />Commissioner Jewell seconded. Motion carried 3-0. <br /> <br />APPEAL HEARING THUNDER RIDGE PLAT CDS <br /> <br />At approximately 2:06 p.m. Chairman Osiadacz opened an Appeal <br />Hearing of the Thunder Ridge Plat filed by Attorney Jeff Slothower <br />on behalf of Marcie and Chad Stevens. <br /> <br />Jeff Slothower, Attorney representing the appellants (Marcie and <br />Chad Stevens) provided history of the Thunder Ridge Plat which goes <br />back to 2009. Their appeal is of the Administrative Decision made by <br />Dan Carlson, CDS Director in August 2017 stating the Plat had <br />expired. He claimed the process Mr. Carlson followed was wrong in <br />issuing his letter and they believe the Plat still exists and can <br />still be processed if the Board were to remand it back to CDS and <br />direct them to follow proper process and grant their appeal. The <br />Board asked questions and for clarification from Mr. Slothower. <br /> <br />Mr. Stevens, Appellant reviewed timelines and how he had worked with <br />County Staff through the entire process. <br />
