AGENDA DATE: April 7, 2020
ACTION REQUESTED: Request to Approve a Resolution to select Fehr and Peers
along with SCJ Alliance for Professional Transportation
Planning and Related Engineering Services Contracts
supporting Public Works for up to a Three -Year Period and
Authorize the Public Works Director to execute said
Contracts.
BACKGROUND: PW relays on consultants in the absence of County
transportation modeling/planning expertise. On
01/21/2020; the Department requested and received
permission from the Board to solicit for professional
services (consistent with state law and County policy).
Responders provided qualifications for review on
02/13/2020. Staff has completed review of responder
information and recommends the selection of Fehr and
Peers along with SCJ Alliance for standard professional
contracts. The contracts are in place for a two-year base
period with a third potential year if mutually agreed upon.
INTERACTION: Public Works.
RECOMMENDATION: Approve a Resolution to select Fehr and Peers along with
SCJ Alliance for Professional Transportation Planning and
Related Engineering Services Contracts supporting Public
Works for up to a Three -Year Period and Authorize the
Public Works Director to execute said Contracts.
HANDLING: Return one original to Public Works.

RESOLUTION NO. 2020 -
SELECTING FEHR AND PEERS ALONG WITH SCJ ALLIANCE AS PUBLIC WORKS
ON-CALL TASK ORDER CONSULTANTS FOR UP TO A THREE-YEAR PERIOD OF
SERVICE AND AUTHORIZING THE PUBLIC WORKS DIRECTOR TO SIGN SAID
CONTRACTS
WHEREAS: The Department of Public Works (PW) prepared a solicitation for engineering and
professional services consistent with state law and county code in January 2020; and
WHEREAS: PW docketed a request to solicit for engineering and professional services on the
Board of County Commission general business agenda on January 21, 2020; and
WHEREAS: The Board of County Commissioners did direct PW proceed with solicitation efforts
and said process concluded with submittals being received on February 13, 2020; and
WHEREAS: Consistent with solicitation advertising an internal review team of PW reviewed and
scored all transportation planning and related professional engineering services
submittals; and
WHEREAS: The consensus of the reviewers selects Fehr and Peers along with SCJ Alliance for
professional transportation planning and related engineering services contracts for up
to a three-year period (two-year base with possible third year extension if mutually
agreed upon);
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the best
interest of the public, does hereby select Fehr and Peers along with SCJ Alliance for standard
professional services contracts (acceptable to the Prosecuting Attorney's Office);
BE IT FURTHER RESOLVED the Public Works Director is directed to sign said contracts on
behalf of the Board of County Commissioners.
