Ellensburg, WA 98926 Dear Mr. & Mrs. Repp, The WestStar Ranch and Arena, located at 1570 Robinson Canyon Rd. in Ellensburg, Map Number 18-18- 31000-0014, hosts multiple public events that draw hundreds of attendees. It is the responsibility of WestStar owners and operators to ensure the safety of their guests. To guarantee safety, the water available to attendees of WestStar events must be from an approved public water system, specifically a Group A Transient Non -Community system approved by the Washington State Department of Health (DOH). For water system approval of the well at WestStar Ranch Arena, the well owner must apply for a well site review through the Kittitas County Public Health Department (KCPHD), to ensure that the well is located a minimum of 100' from all possible sources of contamination, and satisfies all other setbacks and regulations set forth in Washington State Administrative Code (WAC) 246-290. After a well site review is performed, an application can be submitted to DOH for review. A professional engineer must be hired to design the water system, and approval can be obtained from DOH. This process takes approximately six months from start to finish. In addition to an approved public water system, WestStar acts as an RV park during events. KCPHD has received multiple complaints and has photographic evidence of both grey and black waste waters being dumped directly into the ground or onto nearby county roads. To mitigate any possibility of illegal waste water dumping, the property owners should install an RV dumpsite on site. Before installing the necessary drain field to accommodate the RV dumpsite, KCPHD staff must first conduct a site evaluation and receive an application for installation with a design produced by a licensed OSS designer (per Kittitas County Code 13.04.030 and WAC 246-272A-0200). At that point, a permit to install can be issued and a drain field can be placed. This process can take up to six months to complete. Ii F_c .. V 507 N. KCPHD staff hopes to find solutions that are protective of public health and allow these popular community events to continue. In order to protect public health, the following action items are required prior to and for any events taking place after the receipt of this letter: • Signage on all indoor and outdoor bathrooms, spigots, and RV hook ups stating "Non Potable Water — Do Not Drink" in visible locations. • Bottled drinking water available to all guests, to encourage participants and attendees not to drink the water out of spigots, hook ups, and sinks. Even with the required signage, there are still many points of public access for water on the property. Water testing for bacteria must be done one week prior to each event AND within one week following each event. Bacteriological testing of water well samples is available through Valley Environmental Laboratory in Yakima and Cascade Analytical in Union Gap, in partnership with KCPHD. Test kits are available at the KCPHD front desk and can be returned with well water for testing before 11am, Monday through Thursday. All RV grey water tanks must remain capped during the entire duration of each event. The operators of WestStar events are responsible for ensuring that no greywater is disposed of on the property. KCPHD staff will conduct spot checks periodically to ensure compliance. Educational material, like a pamphlet, must be distributed to all attendees with RVs during each event. KCPHD must receive a copy of the educational material and the operator's plan for distribution (including the number of pamphlets that will be printed and how they will be passed out to attendees) before approval of any event. This pamphlet must include: o Address of free RV dump site(s); o Map of free RV dump site(s) from WestStar; o Reference to Kittitas County Code Chapter 13.04.200, which makes it unlawful to dump or dispose of refuse from holding tanks, storage tanks, and septic tanks; and o Education on the health and safety dangers of dumping grey and waste water where humans and animals might be exposed. Food operators must provide: o Portable handwashing station with potable water o Potable water for all food preparation and food equipment/utensil cleaning o Bottled water for customers to drink, if water will be provided by food operator • If the food service provider runs out of potable water, the food service must cease until more potable water is obtained. At least one in-person meeting between KCPHD staff and the WestStar owners and operators to discuss the details of the abovementioned requirements. This meeting will also provide any opportunity for KCPHD staff to help navigate these processes and answer any questions. If these times are unavailable to you, please contact us immediately to make other arrangements. o Monday, June 18th at 12pm o Monday, June 25th at 10am WestStar Ranch must meet these conditions before offering any public events. In addition, improper disposal of grey water and raw sewage from RVs presents an imminent health hazard. If that issue continues, a Health Order may be issued, ending all RV usage at the property. These conditions will apply to all events in the series unless circumstances arise that require addressing between events. • No open fires or fireworks without a separate permit and process • There will need to be two or more easily accessible exits from the property Clear and obvious entry/exit points for EMS and Fire services • Unobstructed fire lanes of at least 16' between rows of vehicles The Community Development Services, Permits Office has already collected fees for this permit. The intent of the International Fire Code is to provide a reasonable level of life safety and property protection from the hazards of fire, explosion or dangerous conditions. The requirements listed above offer a reasonable level of fire and life safety protection for this event. The Fire Marshal's office reserves the right to add to these conditions, should situations arise that warrant changes. The application indicates that all event parking and traffic impacts can be maintained on private property. The event location is accessed from Robinson Canyon Road, which is a County road. The applicant would be required to ensure that no unmitigated adverse impacts to the traveling public along Robinson Canyon Road will occur from this proposal.
