i <br />kpublic <br />ittitas County Health <br />Department <br />To Protect and Promote the Health and the Environment of the People of Kittitas County <br />We understand that the abovementioned requirements may be unattainable for the owners and <br />operators of WestStar at this time. KCPHD staff hopes to find solutions that are protective of public <br />health and allow these popular community events to continue. <br />In order to protect public health, the following action items are required prior to and for any events <br />taking place after the receipt of this letter: <br />• Signage on all indoor and outdoor bathrooms, spigots, and RV hook ups stating "Non Potable <br />Water — Do Not Drink" in visible locations. <br />• Bottled drinking water available to all guests, to encourage participants and attendees not to <br />drink the water out of spigots, hook ups, and sinks. <br />Even with the required signage, there are still many points of public access for water on the <br />property. Water testing for bacteria must be done one week prior to each event AND within one <br />week following each event. <br />Bacteriological testing of water well samples is available through Valley Environmental <br />Laboratory in Yakima and Cascade Analytical in Union Gap, in partnership with KCPHD. Test kits <br />are available at the KCPHD front desk and can be returned with well water for testing before <br />11am, Monday through Thursday. All RV grey water tanks must remain capped during the entire <br />duration of each event. The operators of WestStar events are responsible for ensuring that no <br />greywater is disposed of on the property. KCPHD staff will conduct spot checks periodically to <br />ensure compliance. <br />Educational material, like a pamphlet, must be distributed to all attendees with RVs during each <br />event. KCPHD must receive a copy of the educational material and the operator's plan for <br />distribution (including the number of pamphlets that will be printed and how they will be passed <br />out to attendees) before approval of any event. This pamphlet must include: <br />o Address of free RV dump site(s); <br />o Map of free RV dump site(s) from WestStar; <br />o Reference to Kittitas County Code Chapter 13.04.200, which makes it unlawful to dump <br />or dispose of refuse from holding tanks, storage tanks, and septic tanks; and <br />o Education on the health and safety dangers of dumping grey and waste water where <br />humans and animals might be exposed. <br />A map must be provided to KCPHD and/or with a special event application with every restroom, <br />toilet, and sink identified and numbered, with the distance between areas of activity and RV <br />Page 2 of 3 <br />�yv,�nr. ro r*r <br />r <br />507 N.
