KITTITAS COUNTY BOARD OF COUNTY COMMISSIONERS AGENDA STAFF REPORT AGENDA DATE: July 7, 2026 ACTION REQUESTED: Request to Approve a Resolution Authorizing Application to the Fiscal Year 2026 Type 3 Highway Bridge Replacement and Rehabilitation Grant Program and Authorize the Public Works Director to submit the same. BACKGROUND: The U.S. Department of Transportation Federal Highway Administration has provided Notice of Funding Opportunity through the Fiscal Year 2026 Type 3 Highway Bridge Replacement and Rehabilitation competitive Grant Program (BIT3). Project eligibility requirements include bridges which are owned by a county, classified as Type 3 by the U.S. Bureau of Reclamation (USBR), eligible under the Federal Lands Access Program (FLAP) and cross water conveyance structure owned by USBR. Kittitas County is an eligible entity to apply for this competitive grant program. The Federal share through BIT3 Program is 100% funding for eligible project elements. Public Works will prepare the necessary documents to submit the application for bridge replacement meeting the project criteria. County bridge number 94021, Westside Road over Highline Canal was built in 1968 with the addition of floor beams in 2014. This structure is a non-redundant steel tension member and a current Washington State Department of Transportation (WSDOT) condition rating is Poor. A bridge replacement project would replace the structure to meet current design specifications. INTERACTION: Public Works RECOMMENDATION: Approve a Resolution Authorizing Application to the Fiscal Year 2026 Type 3 Highway Bridge Replacement and Rehabilitation Grant Program and authorize the Public Works Director to submit the same.
