KITTITAS COUNTY <br />COMMUNITY DEVELOPMENT SERVICES <br />2026 AGENDA STAFF REPORT <br />AGENDA DATE: April 71h, 2026 <br />ACTION REQUESTED: Request to Approve a Resolution Authorizing the Selection <br />of AP Triton L.L.C. for the Standard of Coverage <br />Assessment and Authorize the Kittitas County Community <br />Development Services (KCCDS) Director to negotiate and <br />sign the Professional Services Agreement. <br />BACKGROUND: In February 2026, Kittitas County Community <br />Development Services solicited for Statement of <br />Qualifications for professional services relating to the <br />Standard of Coverage Assessment. This will be a county- <br />wide Fire and Emergency Medical Services assessment. <br />The purpose is to develop a unified, data -driven <br />understanding of how emergency services are organized, <br />staffed, and deployed across Kittitas County, and to <br />evaluate current performance against national standards of <br />coverage and response capability. The Conference of <br />Governments (COG) considered this project, and the <br />associated funding request with support provided at August <br />20, 2025, Regular COG meeting. Submittals were due on <br />March 121h, 2026. Four (4) submittals were received in <br />response to the solicitation. A review team comprised of <br />the Standard of Coverage subcommittee (4 individuals) and <br />a representative of KCCDS have reviewed the proposals <br />and recommend AP Triton L.L.C. be selected for the <br />Standard of Coverage assessment. <br />INTERACTION: KCCDS. <br />RECOMMENDATION: Approve the Resolution Authorizing the Selection of AP <br />Triton L.L.C. for the Standard of Coverage Assessment <br />HANDLING: Return one original to KCCDS <br />ATTACHMENTS: Resolution <br />LEAD STAFF: Chad Bala, KCCDS Director <br />
