KITTITAS COUNTY <br />CDS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5th ROOM 109 <br />Regular Meeting <br />MONDAY 2:30 PM February 9, 2026 <br />Board members present: Chairman Cory Wright, and Commissioner <br />Laura Osiadacz. <br />Absent Vice -Chairman Brett Wachsmith. <br />Others: Chad Bala, Jessica Miller, Gail Weyand, Community <br />Development Services, Stephanie Hartung, Chief Civil Deputy, and <br />(1) one member of the public. <br />At 2:30 pm Chair Wright opened the Community Development <br />Services Study Session. <br />CITIZEN COMMENTS <br />There were no citizen comments. <br />Request to Approve a Resolution to amend Kimley-Horn and <br />Associates, Inc. Professional Services Agreement for Planning <br />Support Services to include the scope of work and budget for the <br />Clean Energy Siting and Permitting (CESP) Grant task order, <br />scope of work, and budget. <br />Director Bala spoke on the current agreement with Kimley-Horn <br />that was approved in May of 2024 and the great job they have <br />been doing on our periodic update and climate grants. Director <br />Bala gave a briefing about the new Climate Energy Siting & <br />Permitting Grant (CESP) that was received. Director Bala <br />explained it entails environmental impact analysis (EIS) over <br />the whole Kittitas County, siting areas for clean energy uses <br />and manufacturing. It includes the permitting process, <br />identifying siting areas, establishing a code we can use, and <br />identifying our mitigation requirements.
