09/16/2025 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />AUDITORIUM <br />SPECIAL MEETING <br /> <br />TUESDAY 2:00 P.M. SEPTEMBER 16, 2025 <br /> <br />Board members present: Chairman Laura Osiadacz; Vice-Chairman Cory <br />Wright & Commissioner Brett Wachsmith. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Mandy Buchholz, Office <br />Administrator; Dora Van Epps, Accountant III; Kasey Knutson, Human <br />Services Manager; and 2 members of the public. <br /> <br />PUBLIC HEARING CDBG PUBLIC HEALTH <br /> <br />At 2:00 p.m. CHAIRMAN OSIADACZ opened a Public Hearing to review <br />community development and housing needs, inform citizens of the <br />availability of funds and eligible uses of the State Community <br />Development Block Grant (CDBG) and receive comments on the proposed <br />activities, particularly from lower income persons residing in the <br />Kittitas County area. Comments on Kittitas County and HopeSource <br />past performance and use of prior CDBG Public Services Grants will <br />also be received. <br /> <br />KASEY KNUTSON, HUMAN SERVICES MANAGER, reviewed a Staff Report and <br />explained how the CDBG Public Services Grant provides funding, which <br />passed through the Washington State Department of Commerce via Grant <br />Application to HopeSource and their Hope University. She said Hope <br />University provides life skills and education to income eligible <br />individuals. <br /> <br />THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE <br />HEARING WAS CLOSED. <br /> <br />CLOSE OUT REPORT CDBG PUBLIC HEALTH <br /> <br />VICE-CHAIRMAN WRIGHT moved to approve the Contract Close Out Report <br />documents for the Community Development Block Grant #22-62210-008. <br />COMMISSIONER WACHSMITH seconded. Motion carried 3-0. <br /> <br />PUBLIC HEARING AMEND SPEED LIMITS PUBLIC WORKS <br /> <br />At 2:04 p.m. CHAIRMAN OSIADACZ opened a Public Hearing to consider <br />updates to Kittitas County Code Chapter 10.08 Speed Limits. <br /> <br />JOSH FREDRICKSON, PUBLIC WORKS DIRECTOR, reviewed a Staff Report and <br />explained they recently conducted an audit of Kittitas County Code <br />Chapter 10.08 and identified several inconsistencies between the
