KITTITAS COUNTY <br />SOLID WASTE AND MAINTENANCE MINUTES <br />BOCC CONFERENCE ROOM, 205 WEST 5TH ROOM 108 - ELLENSBURG <br />Regular Meeting <br />ITUESDAY T 2:00 PM I Octob <br />Board members present: Chairman Brett Wachsmith, Laura Osiadacz Vice- Chairman <br />and Cory Wright Commissioner <br />Others: Patti Stacey, Lisa Lawrence, Tyley Mackey, Darren Higashiyama*, Nancy Shaff*, <br />Josh Frederickson* and Sue Patterson*. (*Out at 2:15 p.m.) <br />Call to Order at 2:00 p.m. <br />Citizen Comments (I min. time limit) None <br />Discussion/Approval on Funding Source for EOC: Josh gave the Board an update on the <br />Departments he has met and worked with regarding the project. He informed them that he <br />researched the Grant requirements, worked with the consultant and that the city permits were in <br />place. He informed the Board he was ready to go out to bid. Josh recommended building out in <br />Phases (Option 2) and asked for direction on the project. Discussion was held on the staff report <br />including the $6 million build out cost and the $2.2 million short fall. Discussion was held on <br />3 /1 Ot" funds, what the 1.1 million grant would cover and the monies already spent on the project <br />and seeking other funding, The Board informed staff they are not ready to make a decision and <br />they would look at it when they work through the budget process for a decision by the first of the <br />year. <br />Discussion on Recycling and Yardwaste Level of Service Ordinance No. 2023-008 Patti gave <br />the Board an overview of the Ordinance that was established in 2022 and amended in 2023, <br />stating that now we are to the roll out stage of it and Waste Management sent out 1,388 letters to <br />residents in the Urban Growth area including Suncadia, Roslyn, South Cle Elurn and Kittitas <br />letting them know the cost for service which is regulated by WUTC. Waste Management <br />received approval based on the City of Ellensburg's model, which includes an embedded fee for <br />recycling. Waste Management was not allowed to embed the fee because WUTC wanted it to be <br />itemized. Discussion was held on the per month cost of 16.33, only $3.00 more than the city. <br />Discussion was held on the carry out and higher fee at Suncadia due to their HOA Agreement. <br />Further discussion was held on options for residents including cancelling their garbage service <br />and self -hauling to the Transfer Stations or lowering the cost by opting for a smaller garbage <br />container. Waste Management agreed to looking into a fee for low-income residents through the <br />WUTC. <br />WN3902DIM <br />
