KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA DATE: <br />ACTION REQUESTED: <br />AGENDA STAFF REPORT <br />August 6, 2024 <br />Request to Approve a Resolution Authorizing Public Works <br />use of a Scoring Criteria sheet to screen Speed Study <br />Requests. <br />BACKGROUND: Public Works receives several speed revision requests every <br />year, and very few requests are supported by engineering <br />evidence. Typically, speed revision requests come from <br />property owners who live along the road segment in <br />question. In 2023, seven (7) requests were made and only <br />one (1) request had sufficient evidence to adjust the speed <br />limit, equating to approximately 14% of the requests. This is <br />consistent with the last ten years where 62 requests were <br />made and only 11 resulted in a change to the speed limit, or <br />18%. The process can take four (4) to six (6) weeks and a <br />cost of approximately $500 per study in data collection. <br />Public Works has researched several alternative methods for <br />processing these requests in an effort to lower the response <br />time to the applicant, and to lower the financial burden to <br />County resources. A scoring sheet (Attachment 1) was <br />created based on a model used by Grant County. The request <br />would be scored by Public Works staff, and then advanced <br />for additional data collection if the request scored high <br />enough. <br />INTERACTION: Public Works <br />RECOMMENDATION: Approve a Resolution Authorizing Public Works use of a <br />Scoring Criteria sheet to screen Speed Study Requests. <br />HANDLING: Return one (1) original to Public Works <br />ATTACHMENTS: Scoring Sheet; Resolution <br />LEAD STAFF: Cameron Curtis, County Engineer <br />
