09/20/2022 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />AUDITORIUM/WEBEX <br />SPECIAL MEETING <br /> <br />TUESDAY 2:00 P.M. SEPTEMBER 20, 2022 <br /> <br />Board members present: Chairman Laura Osiadacz (Webex); Vice- <br />Chairman Cory Wright; and Commissioner Brett Wachsmith. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Mandy Buchholz, Office <br />Administrator; Emily Smith, Administrative Assistant; Mark Cook, <br />Public Works Director; Josh Fredrickson, Engineer; and 3 members of <br />the public. <br /> <br />PUBLIC HEARING VACATE PORTION STRANDE RD PUBLIC WORKS <br /> <br />At 2:00 p.m. VICE-CHAIRMAN WRIGHT opened a Public Hearing continued <br />from August 2, 2022, to consider the Vacation of a Public Right-of- <br />Way for a portion of Strande Road from Mile Post 2.66 to End of <br />County Road, and noted the record was open. <br /> <br />JOSH FREDRICKSON, ENGINEER, provided an update and Staff Report. He <br />said property owners have agreed upon the easements and they are in <br />final form, but not yet signed or recorded. The Department of <br />Natural Resource easement had to go through Olympia and is in the <br />process of being reviewed right now. He recommended moving forward <br />with the Vacation at this point contingent upon all documents being <br />finalized and recorded, and at that point the Road Vacation would go <br />into effect. JEFF SLOTHOWER, ATTORNEY REPRESENTING MR. BLAND AND MR. <br />MELLERGAARD, said they’ve had extensive discussions over the past <br />few months and appreciated the Public Works Department assistance. <br />He explained the Department of Natural Resources prepared forms and <br />involvement which could take several weeks to review. He said they <br />don’t have any problem with the Public Works Department’s <br />recommendation, as long as the Road Vacation is not effective until <br />it's been recorded. <br /> <br />THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE <br />HEARING WAS CLOSED. <br /> <br />RESOLUTION 2022-179 VACATING PORTION OF STRANDE RD PUBLIC WORKS <br /> <br />COMMISSIONER WACHSMITH moved to approve Resolution No. 2022-179, <br />Vacating a Portion of Strande Road, and amending the last paragraph <br />that the vacation of Strande Road from Mile Post 2.66 to the end of <br />the County Road be made effective upon final and accepted Easement <br />document exchange amongst all parties and recording of the Easement <br />exchange. CHAIRMAN OSIADACZ seconded. Motion carried 3-0. <br />
