09/20/2022 MINUTES 2 PUBLIC HEARING EQUIPMENT SURPLUS PUBLIC WORKS At 2:05 p.m. VICE-CHAIRMAN WRIGHT opened a Public Hearing to consider equipment surplus to Kittitas County’s needs and to authorize disposal of the same in accordance RCW 36.34.080. MARK COOK, PUBLIC WORKS DIRECTOR, provided a Staff Report and reviewed the equipment surplus to the County’s needs and recommended the Boards approval. THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. RESOLUTION 2022-180 EQUIPMENT SURPLUS PUBLIC WORKS COMMISSIONER WACHSMITH moved to approve Resolution No. 2022-180, to Declare Equipment Rental and Revolving Fund Equipment Surplus Not to the County’s Needs and to Authorize Disposal. CHAIRMAN OSIADACZ seconded. Motion carried 3-0. PUBLIC HEARING EMERGENCY MANAGEMENT PUBLIC WORKS At 2:08 p.m. VICE-CHAIRMAN WRIGHT opened a Public Hearing to consider amending Kittitas County Code Chapter 2.48 Emergency Management. MARK COOK, PUBLIC WORKS DIRECTOR, reviewed a Staff Report and explained that since the collapse of McElroy Bridge, the Public Works Department has been working to clarify the role of Board departments responding to emergency events. He said the proposed revisions to Kittitas County Code 2.48 defines expectations of Department Directors and utilizes the tenants of incident command as defined in the County’s adopted Emergency Management Plan. THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. ORDINANCE 2022-011 EMERGENCY MANAGEMENT PUBLIC WORKS COMMISSIONERS WACHSMITH moved to approve Ordinance No. 2022-011, Amending Kittitas County Code Chapter 2.48 Emergency Management and to strike “National Incident Management Structure” in Section 2.48.030, and replace it with “National Incident Management System” CHAIRMAN OSIADACZ seconded. Motion carried 3-0. The meeting was concluded at 2:19 p.m.
