COMMISSIONERS’ MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />WEBEX <br />REGULAR MEETING <br />HR STUDY SESSION <br /> <br />TUESDAY 10:00 AM 6/08/2021 <br /> <br />Board members present: Brett Wachsmith, Laura Osiadacz, Cory Wright <br />Others: Greg Zempel, Neil Caulkins, Christopher Horner, Elishia Harvill, Lisa Young, Jeanne Killgore <br /> <br />CALL TO ORDER <br />The meeting was called to order at 10:01 AM. <br />EXECUTIVE SESSION – RCW 42.30.110(1)(i) TO DISCUSS WITH LEGAL COUNSEL REPRESENTING THE <br />AGENCY MATTERS RELATING TO AGENCY ENFORCEMENT ACTIONS, OR TO DISCUSS WITH LEGAL <br />COUNSEL REPRESENTING THE AGENCY LITIGATION OR POTENTIAL LITIGATION TO WHICH THE <br />AGENCY, THE GOVERNING BODY, OR A MEMBER ACTING IN AN OFFICIAL CAPACITY IS, OR IS LIKELY TO <br />BECOME, A PARTY, WHEN PUBLIC KNOWLEDGE REGARDING THE DISCUSSION IS LIKELY TO RESULT IN <br />AN ADVERSE LEGAL OR FINANICAL CONSEQUENCE TO THE AGENCY. <br />The Board entered executive session at 10:03 AM to discuss potential litigation for an anticipated length <br />of five minutes. Anticipated action: none. At 10:08 AM the Board extended executive session for an <br />additional five minutes. The Board exited executive session at 10:13 AM with no action taken. <br />EXECUTIVE SESSION – RCW 42.30.110(g) TO EVALUATE THE QUALIFICATIONS OF AN APPLICANT FOR <br />PUBLIC EMPLOYMENT OR TO REVIEW THE PERFORMANCE OF A PUBLIC EMPLOYEE. HOWEVER, <br />SUBJECT TO RCW 42.30.140(4), DISCUSSION BY A GOVERNING BODY OF SALARIES, WAGES, AND <br />OTHER CONDITIONS OF EMPLOYMENT TO BE GENERALLY APPLIED WITHIN THE AGENCY SHALL OCCUR <br />IN A MEETING OPEN TO THE PUBLIC, AND WHEN A GOVERNING BODY ELECTS TO TAKE FINAL ACTION <br />HIRING, SETTING THE SALARY OF AN INDIVIDUAL EMPLOYEE OR CLASS OF EMPLOYEES, OR <br />DISCHARGING OR DISCIPLINING AN EMPLOYEE, THAT ACTION SHALL BE TAKEN IN A MEETING OPEN <br />TO THE PUBLIC. <br />The Board entered executive session to discuss the performance of a public employee at 10:19 AM for <br />five minutes. Anticipated action: none. At 10:24 AM the Board extended executive session for an <br />additional five minutes. At 10:29 AM the Board extended executive session again for an additional five <br />minutes. The Board exited executive session at 10:34 AM with no action taken. <br />DISCUSSION/DECISION – PROSECUTOR STAFFING <br />Prosecutor Zempel requested $8,000 per month from the general fund to fund a fifth civil deputy <br />prosecuting attorney. He explained that the position is needed to better serve county departments with <br />their legal needs. Commissioner Wright asked if the fifth position would share business partner
