COMMISSIONERS’ MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />BOCC AUDITORIUM via WebEx <br />REGULAR MEETING <br />HR STUDY SESSION <br /> <br />TUESDAY 10:00 AM 4/28/2020 <br /> <br />Board members present: Laura Osiadacz (in person), Cory Wright (via WebEx) <br />Others: Patti Johnson, Lisa Young, Jeanne Killgore (in person); and Benjamin West, Christopher Horner <br />(via WebEx) <br />CALL TO ORDER <br />The meeting was called to order at 10:00 AM. <br />REQUEST BOARD APPROVAL TO HAVE CATLIN ELECTRIC INSTALL A DISCONNECT AT THE COURTHOUSE <br />Maintenance Director Johnson explained to the Board that the current disconnect mechanism at the <br />Courthouse does not function properly, meaning that power to the Courthouse cannot be turned off in <br />the event of an emergency. Director Johnson requested $9,814 to have Catlin Electric install a new <br />disconnect at the Courthouse. Commissioner Wright moved to approve the expenditure to have a new <br />disconnect installed. Commissioner Osiadacz seconded the motion. She noted that in light of the <br />COVID-19 pandemic difficult budget discussions may lay ahead, but a functioning disconnect is a <br />necessary cost. The motion was approved; 2:0. Director Johnson will move forward with scheduling the <br />disconnect installation. <br />REQUEST BOARD APPROVAL TO HIRE A TEMPORARY PART-TIME AIRPORT EMPLOYEE <br />Airport Director West presented the Board with a request to hire a temporary part-time maintenance <br />employee to help with various projects at the airport, including tree removal, repair of pavement issues, <br />and painting. Director West explained that this position would not last longer than 30 days. <br />Commissioner Wright moved to approve the hire of a temporary part-time maintenance employee. <br />Commissioner Osiadacz seconded the motion. Motion was approved; 2:0. HR will work with Director <br />West to onboard his new temporary employee. <br />REQUEST BOARD APPROVAL OF THE SUCCESSOR COLLECTIVE BARGAINING AGREEMENT WITH <br />COUNCIL 2, WSCCCE LOCAL 792CH (COURTHOUSE UNION) <br />HR Director Young presented the Board with the successor collective bargaining agreement with Council <br />2, WSCCCE Local 792CH. She commented that the agreement has been previously discussed and is <br />ready for signature. Commissioner Wright moved to approve the successor collective bargaining <br />agreement with Council 2, WSCCCE Local 792CH. Commissioner Osiadacz seconded the motion. Motion <br />was approved; 2:0. <br />REQUEST BOARD APPROVAL OF A MEMORANDUM OF UNDERSTANDING WITH COUNCIL 2, WSCCCE <br />LOCAL 2658 (APPRAISERS UNION) FOR IMPLEMENTATION OF THE COUNTY WAGE SURVEY
