KITTITAS COUNTY <br />Board of County Commissioners <br />AGENDA STAFF REPORT <br />AGENDA DATE: March 2, 2021 <br />ACTION REQUESTED: Approve the Resolution Authorizing the Chair's signature on the <br />Local Agency Federal Aid Project Prospectus for the Manastash Road <br />Creek Bank Stabilization and Snow Park Improvement, CRP 273-16. <br />BACKGROUND: On August 2, 2016, Kittitas County Public Works requested to add a <br />County Road Project, CRP 273-16, for the realignment, and bank <br />stabilization of Manastash Road in the vicinity of milepost 11.0. <br />In February of 2018, Kittitas County Public Works submitted a <br />proposal to the Washington Federal Lands Access Program (FLAP) <br />for Manastash Road Washout Repair — Safety and Sno-Park. <br />On June 8, 2018, Kittitas County was informed that our submittal <br />under the 2018 (FLAP) had been approved for programming for up to <br />$1,332,968.00, and that the selected proposal would be programmed <br />to receive construction funding in fiscal years 2021, 2022, or 2023. <br />On January 5, 2020, resolution 2021-009 was signed by the Board <br />with a value for preliminary engineering that exceeded the amount <br />programmed by Western Federal Lands, and therefore was not <br />approved by WSDOT. This project prospectus will replace the <br />original one signed January 5th, decreasing the amount for <br />preliminary engineering and increasing the amount for construction. <br />This project prospectus covers the preliminary engineering phase as <br />detailed in the Western Federal Lands Programming Letter and needs <br />to be approved by WSDOT prior to funds being obligated to the <br />project. <br />INTERACTION: Public Works <br />RECOMMENDATION: Approve the Resolution Authorizing the Chair's signature on the <br />Local Agency Federal Aid Project Prospectus for the Manastash Road <br />Creek Bank Stabilization and Snow Park Improvement, CRP 273-16. <br />HANDLING: Return two (2) originals to Public Works <br />ATTACHMENTS: Resolution, Local Agency Federal Aid Project Prospectus <br />LEAD STAFF: Mark Cook, Director <br />
