01/19/2016 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS AUDITORIUM <br />SPECIAL MEETING <br /> <br />TUESDAY 2:00 P.M. JANUARY 19, 2016 <br /> <br />Board members present: Chairman Obie O’Brien; Vice-Chairman Paul <br />Jewell and Commissioner Gary Berndt. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Mickey Webb, Event <br />Center Director; Neil Caulkins, Deputy Prosecutor and 4 members of <br />the public. <br /> <br />PUBLIC HEARING NOISE CONTROL ORDINANCE COMMISSIONERS <br /> <br />At 2:00 p.m. CHAIRMAN O’BRIEN opened a Public Hearing continued from <br />January 5, 2016, to consider Amending Kittitas County Code Chapter <br />9.45, Noise Control Ordinance. He noted the record was open. <br /> <br />NEIL CAULKINS, DEPUTY PROSECUTOR provided a Staff Report and <br />reviewed the suggested revisions the Board had suggested at the last <br />Public Hearing which had been incorporated into the document. He <br />said he had discussed the proposed language with the Undersheriff <br />and their department did not have any problems with it. The Board <br />gave further direction to Staff to include language limiting sounds <br />created by construction activity from 6:00 a.m. to 10:00 p.m. <br /> <br />THERE BEING NO ONE REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE <br />HEARING WAS CLOSED. <br /> <br />COMMISSIONER JEWELL moved to amend the draft Ordinance to include <br />language as suggested and to direct Staff to prepare enabling <br />documents to be on the February 2, 2016 Commissioners Agenda at <br />10:00 a.m. in the Commissioners Auditorium. COMMISSIONER BERNDT <br />seconded. Motion carried 3-0. <br /> <br />PUBLIC HEARING REGIONAL ECONOMIC DEVELOPMENT PLAN COMMISSIONERS <br /> <br />At 2:16 p.m. CHAIRMAN O’BRIEN opened a Public Hearing to consider <br />the Kittitas and Yakima Counties Regional Comprehensive Economic <br />Development Plan. <br /> <br />JIM ARMSTRONG, KITTITAS COUNTY CHAMBER OF COMMERCE provided a <br />history of the Kittitas and Yakima Counties Comprehensive Economic <br />Development Strategy. He said the plan was a gateway for federal <br />funding of projects. They held public meetings, provided a 30-day <br />public comment period and issued a call for proposals.
