Kittitas County <br />Public Health <br />Department <br />To Protect and Promote the Health and the Environment of the People of Kittitas County <br />Joint BOCCBOH Public Hearing <br />Meeting Minutes <br />May 17, 2018 <br />Commissioners' Auditorium <br />10:00 <br />Present <br />Board of Health (BOH): Laura Osiadacz, Rich Elliott, Paul Jewell, John Asriel M.D. <br />Absent: Obie O'Brien <br />Board of Health Advisory Committee {BOHAQ: Angela San Filippo (City of Ellensburg), Nancy <br />Pfieffer (CHOW) <br />Public Health: Candi Blackford, Mark Larson, Robin Read, Holly Erdman, Erin Moore, Will Schwab, <br />Tristen Lamb, Amy Fuller, Lianne Bradshaw, Kelsie Severson <br />Others: Mark Nelson, Jerry Pettit, Kelly Hunter <br />Meeting called to order at 10: 04 a.m. <br />Laura Osiadacz called the meeting to order and noted that this is a public hearing to Joint BOCC/BOH <br />Public Hearing to consider the 2018 Kittitas County Public Health Fee Schedule and Code Changes to <br />Chapter 13. <br />Robin Read stepped to the microphone and noted that in 2016 the Kittitas County Public Health <br />Department adopted the county's new fee calculation methodology that calculates fees using actual cost <br />of service. The fee methodology was used to calculate the 2017 fees. Much of the staff time data was <br />based on estimates due to there not being a system in place to track time spent on actual fee services. A <br />new time tracking system was implemented in December 2016. A full year's worth of data was pulled in <br />January 2018 and analyzed with staff. The fee model was also updated with current labor and non -labor <br />costs. The proposed fee changes are based on full cost recovery for environmental health programs and <br />community health fees. Cost recovery, as well as the current market for community health services, were <br />considered when proposing new fees. Ms. Read reviewed changes to the fee policy and to the fee <br />schedule, and would like to request approval of the 2018 Kittitas County Public Health Fee Schedule with <br />the amendment presented. <br />Open Public Comment at 10:14 a.m. <br />The commissioners presented questions to the health department about how the fee methodology was <br />developed and why. Ms. Read answered all questions. <br />
