06/19/2018 MINUTES 1 <br />COMMISSIONERS' MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS AUDITORIUM SPECIAL MEETING <br /> TUESDAY 2:00 P.M. JUNE 19, 2018 <br />Board members present: Vice-Chairman Obie O’Brien and Commissioner <br />Paul Jewell. Excused: Chairman Laura Osiadacz. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Mark Cook, Public Works <br />Director/Engineer; Kay Kresge, Fiscal Analyst; Dr. Mark Larson, <br />Public Health Official; and 6 members of the public. <br /> PUBLIC HEARING AMEND TITLE 6 - ANIMALS COMMISSIONERS <br /> <br />At 2:00 p.m. VICE-CHAIRMAN O’BRIEN opened a Public Hearing to <br />consider creating a Dog Control Ordinance. <br /> COMMISSIONER JEWELL provided a Staff Report and said he had been <br />notified from a few County departments of who had proposed changes <br />since the Board had previously adopted a Dog Control Ordinance. He <br />said the proposed Ordinance included a rabies component as <br />recommended by the Public Health Department; allowing for easier <br />administration for the Sheriff’s Department; and the publishing <br />requirement of 4 consecutive weeks. He indicted the proposed <br />Ordinance has been simplified by taking out the duplication of State <br />law, while keeping the major components in place. The appropriate <br />publishing requirements have been met as well. <br /> MARK LARSON, PUBLIC HEALTH OFFICER said they simplified their <br />portion of the document and said their concerns have been addressed. <br /> THOSE PRESENT & TESTIFYING: BRE ELSEY said her family lives next to <br />a neighbor who owns packs of dangerous dogs and where attacks have <br />taken place against other dogs. She said she is disappointed with <br />the lack of assistance they have received from the local Sheriff’s <br />Department. She thought the intent of the law is not to hurt 95% <br />legal dog owners, only those who own dangerous and lose dogs. She <br />submitted a letter from Dr. Elise Herman and police reports into the <br />record. STEVE WEIDENBACH, INSURANCE AGENT explained how he had <br />lawfully entered a vacant property on Brown Road where he was <br />surrounded by a pack of dogs where the owner eventually came out to <br />get them, and how he’s been to the hospital 2 times from dog bites. <br />He encouraged the Board to adopt the proposed Ordinance. THERE BEING NO OTHERS REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED.
