02/20/2018 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS AUDITORIUM <br />SPECIAL MEETING <br /> <br />TUESDAY 2:00 P.M. FEBRUARY 20, 2018 <br /> <br />Board members present: Chairman Laura Osiadacz, Vice-Chairman Obie <br />O’Brien and Commissioner Paul Jewell. <br /> <br />Others: Mandy Buchholz, Deputy Clerk of the Board II; Jill Scheffer, <br />KVEC Director; Dan Carlson, CDS Director; Mark Cook, DPW Director; <br />Stephanie Hartung, Deputy Prosecutor; and 15 members of the public. <br /> <br />PUBLIC HEARING INTERNAL/EXTERNAL RENTAL RATES KVEC <br /> <br />At 2:00 p.m. CHAIRMAN OSIADACZ opened a Public Hearing to consider <br />amending internal and external rental rates at the Kittitas Valley <br />Event Center. <br /> <br />JILL SCHEFFER, EVENT CENTER DIRECTOR provided a Staff Report <br />including the research that she & her staff compiled to present <br />Event Center Rates they felt to be competitive, with similar <br />facilities and also discussions previously held with the Board to <br />get their feedback. She reviewed significant changes and/or <br />additional services/products they have to offer and noted that in <br />general the rates reflect a 5% increase. <br /> <br />BECKEY SHERLEY, RESIDENT stated she was not in favor of the proposed <br />rate increase and spoke about the financial impacts on smaller <br />groups who host events. ROYLENE CRAWFORD, RESIDENT stated that she <br />was torn. She stated that as a lessee she is not in favor and felt <br />more responsibility is being put on the lessee, so increase cost and <br />providing less is hard for her to support. She stated that as a Fair <br />Board Member she understands what the County is trying to accomplish <br />and what expectations are out there for folks using the facility. <br />JARED FUDACZ, RESIDENT explained that he shared the comments that <br />Ms. Crawford and Ms. Sherley expressed. DWANYE LANE, RESIDENT stated <br />that he used to host a roping event but the cost got to be too high, <br />so now he hosts them at his house. He stated he gets contacted <br />frequently about others wanting to use his arena, and that they <br />share the same frustration he has with the rates going up and up and <br />nothing in return. He strongly encouraged the Board to not take <br />action on the proposed Resolution. THERE BEING NO OTHERS REQUESTING <br />TO TESTIFY, THE PUBLIC PORTION OF THE HEARING WAS CLOSED. <br /> <br />RESOLUTION 2018-025 ADOPT KVEC RENTAL & USE FEE SCHD KVEC <br /> <br />COMMISSIONER JEWELL moved to Approve Resolution No. 2018-025, <br />Adopting the Kittitas Valley Event Center Rental & Use Fee Schedule.
