02/20/2018 MINUTES 2 <br />COMMISSIONER O’BRIEN seconded. COMMISSIONER JEWELL provided some <br />reasons as to why the rates have to be raised, noting some of it has <br />to do with State unfunded mandates. COMMISSIONER O’BRIEN explained <br />that it was a real struggle for him to support raising the rates <br />however he does understand why it has to be done. CHAIRMAN OSIADACZ <br />stated that she is not in favor of raising rates and understands how <br />frustrating it can be for lessee’s, but the County has a facility <br />that have to maintain and finance. She stated she hopes they can <br />come up with some balance in the near future but for now this is <br />what has to be done. Motion carried 3-0. <br /> <br />JILL SCHEFFER, EVENT CENTER DIRECTOR presented the Board with a <br />Resolution for consideration adopting the Kittitas Valley Event <br />Center Policy and Reduction Rate for County Reservations. She <br />reviewed examples that would fall under the proposed Resolution and <br />indicated that there are significant dollars being lost by the Event <br />Center not being able to charge a reduced rate to County Departments <br />and Boards, Committee’s and Commissions using the facility at no <br />cost. <br /> <br />COMMISSIONER JEWELL felt the wording was poor in the policy section <br />2 “KVEC Event Reservations – Reduced Rate”. He stated that under <br />Item A having to prove you have exhausted all other resources is not <br />acceptable to him. He also stated he would not support Item B in <br />Section 2 of the proposed policy. He stated that it needed further <br />revisions before he would comfortably support a Resolution. <br />COMMISSIONER O’BRIEN stated that he had similar reservations and <br />supports what Commissioner Jewell has stated. CHAIRMAN OSIADACZ <br />stated that she sees what Ms. Scheffer is trying to accomplish, but <br />also understands what the other Commissioners are saying. She felt <br />there is are further discussions to be had and further research to <br />do internally before the Board can consider any kind of a <br />Resolution. COMMISSIONER JEWELL moved to take no action on the <br />proposed Resolution adopting the Kittitas Valley Event Center Policy <br />and Reduction Rate for County Reservations, until further work could <br />be completed. He stated once the work is done then there should be <br />another Public Hearing for the Board to consider the Resolution. <br />COMMISSIONER O’BRIEN seconded. Motion carried 3-0. <br /> <br />PUBLIC HEARING CURRIER CREEK ESTATES SPEED LIMIT PUBLIC WORKS <br /> <br />At approximately 2:54 p.m. Chairman Osiadacz opened a Public Hearing <br />to Consider Amending Kittitas County Code Section 10.08.010 Speed <br />Limits and Section 10.12.010 Stop & Yield Signs within Currier Creek <br />Estates. <br /> <br />MARK COOK, PUBLIC WORKS DIRECTOR presented a Staff Report and <br />explained that Resolution 2018-022 was adopted by the Board on <br />2/6/2018 adopting the remaining roads on system. The roadway and <br />traffic design was previously conducted by an outside engineering
