09/04/2019 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS CONFERENCE ROOM <br />SPECIAL MEETING <br /> <br />WEDNESDAY 10:00 A.M. SEPTEMBER 4, 2019 <br /> <br />Board members present: Chairman Cory Wright; Vice-Chairman Brett <br />Wachsmith and Commissioner Laura Osiadacz. <br /> <br />Others: Mandy Buchholz, Deputy Clerk of the Board II; Candie Leader, <br />Administrative Assistant – DPW; Cindy Millsap, UCTTF Member and one <br />member of the public. <br /> <br />SPECIAL MEETING REQUEST FROM UCTTF COMMISSIONERS <br /> <br />At 10:00 a.m. Chairman Wright opened a Special Meeting with Cindy <br />Millsap, Chair of the Upper County Traffic Task Force (UCTTF), to <br />receive a briefing. <br /> <br />Commissioner Osiadacz stated that due to Public Works Director Mark <br />Cook being unable to attend today’s meeting she would like to ask <br />that no action be taken until Director Cook is back and able to be <br />brought into the conversation. <br /> <br />Ms. Millsap gave a brief history of the traffic congestion in Upper <br />County. She presented an active test idea of ramp closures on a <br />trial basis with a goal of Spring of 2020 to launch the trial. She <br />stated that the UCTTF has implemented with their consideration <br />process if something is feasible, testable and/or reversible. Ms. <br />Millsap reviewed proposed days to do the closures. Chairman Wright <br />questioned the impacts to business and there was a brief discussion <br />of proposed traffic solutions. She provided a copy with the Board of <br />“A Traffic Calming Guide for the 21st Century” for their review. <br /> <br />Ms. Millsap questioned if the Board would support the UCTTF request <br />to remove inactive members (Harper/Kirkpatrick). She stated that <br />there are two members who do not attend, and that there are 3 <br />community members that attend all the meetings and any of them would <br />be great additions. Chairman Wright stated he would like to see the <br />City of Cle Elum find someone on the Council to replace the current <br />member if he isn’t able to attend. The Board encouraged her to see <br />if there are Bylaws, and if the Bylaws have a process to deal with <br />that. If there are not Bylaws then they need to create them and <br />bring forward a formal request. Candie Leader, Administrative <br />Assistant stated that she will bring the request forward at a <br />upcoming Study Session. <br /> <br />Ms. Millsap reviewed a proposal letter for a Feasibility Study. She <br />stated that if there is not money for the study then possibly the
