Kittitas County <br />Public Health <br />To Protect and Promote the Health and the Environment of the People of Kittitas County <br />June 7, 2018 <br />Mr. & Mrs. Repp <br />WestStar Ranch and Arena <br />1570 Robinson Canyon Rd. <br />Ellensburg, WA 98926 <br />Dear Mr. & Mrs. Repp, <br />The WestStar Ranch and Arena, located at 1570 Robinson Canyon Rd. in Ellensburg, Map Number 18-18- <br />31000-0014, hosts multiple public events that draw hundreds of attendees. It is the responsibility of <br />WestStar owners and operators to ensure the safety of their guests. <br />To guarantee safety, the water available to attendees of WestStar events must be from an approved <br />public water system, specifically a Group A Transient Non -Community system approved by the <br />Washington State Department of Health (DOH). <br />For water system approval of the well at WestStar Ranch Arena, the well owner must apply for a well <br />site review through the Kittitas County Public Health Department (KCPHD), to ensure that the well is <br />located a minimum of 100' from all possible sources of contamination, and satisfies all other setbacks <br />and regulations set forth in Washington State Administrative Code (WAC) 246-290. After a well site <br />review is performed, an application can be submitted to DOH for review. A professional engineer must <br />be hired to design the water system, and approval can be obtained from DOH. This process takes <br />approximately six months from start to finish. <br />In addition to an approved public water system, WestStar acts as an RV park during events. KCPHD has <br />received multiple complaints and has photographic evidence of both grey and black waste waters being <br />dumped directly into the ground or onto nearby county roads. <br />To mitigate any possibility of illegal waste water dumping, the property owners should install an RV <br />dumpsite on site. Before installing the necessary drain field to accommodate the RV dumpsite, KCPHD <br />staff must first conduct a site evaluation and receive an application for installation with a design <br />produced by a licensed OSS designer (per Kittitas County Code 13.04.030 and WAC 246-272A-0200). At <br />that point, a permit to install can be issued and a drain field can be placed. This process can take up to <br />six months to complete. <br />Ii F_c .. V <br />507 N.
