12/01/2025 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />AUDITORIUM <br />SPECIAL MEETING <br /> <br />MONDAY 10:30 A.M. DECEMBER 1, 2025 <br /> <br />Board members present: Chairman Laura Osiadacz; Vice-Chairman Cory <br />Wright & Commissioner Brett Wachsmith. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Mandy Buchholz, Office <br />Administrator; Zack DeHaven, Budget & Finance Director; Mike <br />Hougardy, Assessor; Reid Burbank, Finance Manager; Josh Fredrickson, <br />Public Works Director; Bryan Elliott, Auditor; and 1 member of the <br />public. <br /> <br />CITIZEN COMMENTS ON NON-AGENDA ITEMS: Pat Kelleher encouraged people <br />to read the book “People, Politics, and Public Power”. He felt the <br />county should focus on core county functions that truly serve the <br />public interest. <br /> <br />PUBLIC HEARING 2025 BUDGET AMENDMENTS AUDITOR <br /> <br />At 10:30 a.m. CHAIRMAN OSIADACZ opened a Public Hearing to consider <br />proposed amendments to the 2025 adopted County budget. <br /> <br />ZACK DeHAVEN, BUDGET & FINANCE DIRECTOR, reviewed a Staff Report and <br />proposed 2025 budget amendments. <br /> <br />THOSE PRESENT & TESTIFYING: PAT KELLEHER expressed his appreciation <br />to Zack DeHaven for his extra efforts in providing information to <br />assist the public with understanding the budget process. THERE BEING <br />NO OTHERS REQUESTING TO TESTIFY, THE PUBLIC PORTION OF THE HEARING <br />WAS CLOSED. <br /> <br />RESOLUTION 2025-234 2025 BUDGET AMENDMENTS AUDITOR <br /> <br />VICE-CHAIRMAN WRIGHT moved to approve Resolution 2025-234, Amending <br />the 2025 County Budget. COMMISSIONER WACHSMITH seconded. Motion <br />carried 3-0. <br /> <br />PUBLIC HEARING 2026 BUDGET AUDITOR <br /> <br />At 10:37 a.m. CHAIRMAN OSIADACZ opened a Public Hearing to consider <br />adopting the 2026 County budget. <br /> <br />ZACK DeHAVEN, BUDGET & FINANCE DIRECTOR, reviewed a Staff Report and <br />acknowledged the long process and hard work that went into the <br />proposed budget for 2026. <br />
